Kosovo, after its incorporation into the Serbian Republic of Yugoslavia, became increasingly restive during the 1990s as Yugoslavia plunged into internal war and Kosovo's ethnic Albanian residents (Kosovars) sought autonomy. In March 1999, NATO forces began airstrikes against targets in Kosovo and Serbia in an effort to protect Kosovars against persecution. The bombing campaign ended in June 1999, and Kosovo was placed under transitional UN administration while negotiations on its status ensued. Kosovo eventually declared independence in 2008. Despite internal political tension and economic problems, the new nation has been recognized by many other countries and most of its inhabitants welcome its separation from Serbia. In Liberating Kosovo, David Phillips offers a compelling account of the negotiations and military actions that culminated in Kosovo's independence. Drawing on his own participation in the diplomatic process and interviews with leading participants, Phillips chronicles Slobodan Milosevic's rise to power, the sufferings of the Kosovars, and the events that led to the disintegration of Yugoslavia. He analyzes how NATO, the United Nations, and the United States employed diplomacy, aerial bombing, and peacekeeping forces to set in motion the process that led to independence for Kosovo. He also offers important insights into a critical issue in contemporary international politics: how and when the United States, other nations, and NGOs should act to prevent ethnic cleansing and severe human-rights abuses.
The war in Kosovo was a turning point: NATO deployed its armed forces in war for the first time, and placed the controversial doctrine of 'humanitarian intervention' squarely in the world's eye. It was an armed intervention for the purpose of implementing Security Council resolutions-but without Security Council authorization.This report tries to answer a number of burning questions, such as why the international community was unable to act earlier and prevent the escalation of the conflict, as well as focusing on the capacity of the United Nations to act as global peacekeeper.The Commission recommends a new status for Kosovo, 'conditional independence', with the goal of lasting peace and security for Kosovo-and for the Balkan region in general. This volume is driven by the conviction that the key to the establishment of stable liberal democracy anywhere in the world and, in this case, in Kosovo lies in the completion of three interrelated tasks: first, the creation of effective political institutions, based on the principle of the separation of powers (including the independence of the judiciary); second, the promotion of the rule of law; and, third, the promotion of civic values, including tolerance or ethnic/religious/sexual minorities, trust, and respect for the harm principle. In fact, there are problems across all three measures, including with judicial independence, with the rule of law, and with civic values. On the last of these, research findings show that the citizens of Kosovo rank extremely low on trust of other citizens, low on engagement in social organizations, and tolerance of gays, lesbians, and atheists, but high on trust in the political institutions of their country and in pride of their newly independent state.

This volume is an edited collection of essays on various aspects of the 2010 Kosovo Advisory Opinion of the International Court of Justice. The main theme of the book is the interplay between law and politics regarding Kosovo's independence generally and the advisory opinion specifically. How and why did the Court become the battleground in which Kosovo's independence was to be fought out (or not)? How and why did political arguments in favour of Kosovo's independence (e.g. that Kosovo was a unique, sui generis case which set no precedent for other secessionist territories) change in the formal, legal setting of advisory proceedings before the Court? How and why did states supporting either Kosovo or Serbia choose to frame their arguments? How did the Court perceive them? What did the Court want to achieve, and did it succeed in doing so? And how was the opinion received, and what broader implications did it have so far? These are the questions that the book hopes to shed some light on. To do so, the editors assembled a stellar cast of contributors, many of whom acted as counsel or advisors in the case, as well a number of eminent scholars of politics and international relations whose pieces further enrich the book and give it an interdisciplinary angle. The book thus tells the story of the case, places it within its broader political context, and so attempts to advance our understanding of how such cases are initiated, litigated and decided, and what broader purposes they may or may not serve.
This book explores the prospects and limits of international intervention in building peace and creating a new state in an ethnically divided society and fragmented international order. The book offers a critical account of the international missions in Kosovo and traces the effectiveness of fluid forms of interventionism. It also explores the co-optation of peace by ethno-nationalist groups and explores how their contradictory perception of peace produced an ungovernable peace, which has been manifested with intractable ethnic antagonisms, state capture, and ignorance of the root causes, drivers, and consequences of the conflict. Under these conditions, prospects for emancipatory peace have not come from external actors, ethno-nationalist elite, and critical resistance movements, but from local and everyday acts of peace formation and agnostic forms for reconciliation. The book proposes an emancipatory agenda for peace in Kosovo embedded on post-ethnic politics and joint commitments to peace, a comprehensive agenda for reconciliation, people-centred security, and peace-enabling external assistance.
The question of Kosovan sovereignty and independence has a history which stretches far back beyond the outbreak of war in 1998. This volume is a compilation of key documents on Kosovo from the first half of the twentieth century. These texts, including numerous diplomatic despatches from the British Foreign Office, deal initially with the Albanian uprising against Ottoman rule in the spring of 1912 and, in particular, with the period of the Serbian invasion of Kosovo in late 1912 and the repercussions of the conquest for the Albanian population. The documents from 1918 to the early 1920s focus mainly on endeavours by Albanian leaders, including those of the so-called Kosovo Committee in exile, to bring the plight of their people to the attention of the outside world - endeavours which largely failed. Further documents reflect the situation in Kosovo up to the outbreak of World War II. This collection provides new perspectives on the Kosovo question and includes many documents which have been largely unavailable up to now. It sheds new light on many of the major and minor episodes that channelled and determined subsequent events, including the Kosovo War of 1998-1999 and the declaration of independence in February 2008.
This book examines the ways in which Albanian men, women, and families who have migrated from Montenegro and Kosovo to the United States understand and make sense of their mobility and settlement. Drawing on empirical research, including interview material, it goes beyond the experiences of individual migrants to explore the role that cultural identity has in shaping their mobility and immobility, with particular attention to the manner in which subjects talk about their experiences in terms of past and present movements and moments. An original storytelling study of the meaning, scope, and outcomes of mobility, and the construction of home and identity on the part of migrants, this title will appeal to scholars of sociology, geography, anthropology, and politics with interests in migration and diaspora.
This edited book analyzes Kosovo’s foreign policy and bilateral relations with the United States and several European countries. After the 1999 liberation from Serbia, Kosovo built close relations with various countries that supported it in the process of reconstruction, economic stabilization, institution-building, and state-building. From 1999 to 2008, many of these states were politically and operationally engaged in Kosovo under the leadership of the North Atlantic Treaty Organization (NATO) and of the United Nations Interim Administration Mission in Kosovo (UNMIK). Since its independence in 2008, the Republic of Kosovo has adopted a foreign policy in accordance with its values and strategic interests, a foreign policy that aims to strengthen Kosovo’s security and foster its socio-economic prosperity in collaboration with primarily Western countries. In this volume, each chapter is dedicated to Kosovo’s bilateral relations with a selected state with which it has established diplomatic relations. The book shows that Kosovo has been able to develop and achieve strong bilateral relations with major allies and partners. It argues that Kosovo’s foreign policy aims to develop, maintain, and enhance the position of the young state on the international stage. The volume bridges various methodological and disciplinary approaches in order to present Kosovo’s foreign policy objectives and the trajectory of its relations with some of its most important international partners. This book will be of interest to students of Balkan politics, state-building, foreign policy, and International Relations.
