This edited volume analyses European socialist countries’ strategy of engagement with the West and the European Economic Community in the long 1970s. The book focuses on a time when the socialist regimes of Central and Eastern Europe banked their hopes for prosperity and stability on enhanced relations with the West. Crossing the traditional differences among diverse fields of historiography, it assesses the complex influence of European and global processes of transformation on the socialist elites’ reading of the international political and economic environment and their consequent decision-making. This book provides a comparative analysis of oppositionist trends in the Soviet satellite states of contemporary Eastern Europe. It evaluates the extent and objectives of independent social activism in these countries, and explores both the causes and effects of public dissent.
Trade among the CMEA countries will soon be conducted at world prices and in convertible currencies. These are crucial steps in economic reform but will worsen Eastern Europe’s terms of trade and drive it into current account deficit with the USSR. Proposals have been made for a payments union, resembling the European Payments Union of 1950-1958, to ease the transition. But it would not be very helpful if confined to the countries of Eastern Europe and would not function well if it included the USSR, which would be a persistent creditor. Other ways must be found to deal with the transition.
