In Liberal Barbarism, Erik Ringmar sets out to explain the 1860 destruction of Yuanmingyuan - the Chinese imperial palace north-west of Beijing - at the hands of British and French armies. Yuanmingyuan was the emperor's own theme-park, a perfect world, a vision of paradise, which housed one of the greatest collections of works of art ever assembled. The intellectual puzzle which the book addresses concerns why the Europeans, bent on "civilizing" the Chinese, engaged in this act of barbarism. The answer is provided through an analysis of the performative aspect of the confrontation between Europe and China, focusing on the differences in the way their respective international systems were conceptualized. Ringmar reveals that the destruction of Yuanmingyuan represented the Europeans' campaign to "shock and awe" the Chinese, thereby forcing them to give up their way of organizing international relations. The contradictions which the events of 1860 exemplify - the contradiction between civilization and barbarism - is a theme running through all European (and North American) relations with the rest of the world since, including, most recently, the US war in Iraq.

The recent renewal of interest in Max Weber evidences an attempt to enlist his thought in the service of a renewed dream of Enlightenment individualism. Yet he was the first twentieth-century thinker to fully appreciate the pervasiveness and ambiguity of rationalization which threatened to undermine the hopes of the Enlightenment. Asher Horowitz and Terry Maley present a collection of essays tracing the contemporary significance of Weber's work for the tradition of Enlightenment political thought and its critiques. In its critical inquiry into Weber's thought, The Barbarism of Reason continues the exploration of the limits and prospects of politics in a rationalizing society. The first section comprises a set of both historical and philosophical reflections on the political implications of Weber's central concepts such as disenchantment, rationality, and affectivity, the historical understanding, meaning, and domination. The second section examines the institutional and historical context that framed Weber's inquiries into structures of the modern mode of domination, as well as his understanding of the nature of the modern state. In 1989, Francis Fukuyama famously announced the "end of history." The Berlin Wall had fallen; liberal democracy had won out. But what of illiberal democracy--the idea that popular majorities, working through the democratic process, might reject gender equality, religious freedoms, and other norms that Western democracies take for granted? Nowhere have such considerations become more relevant than in the Middle East, where the uprisings of 2011 swept the Muslim Brotherhood and other Islamist groups to power. In Temptations of Power, Shadi Hamid draws on hundreds of interviews with leaders and activists from across the region to advance a new understanding of how Islamist movements change over time. He puts forward the bold thesis that repression "forced" Islamists to moderate their politics, work in coalitions, de-emphasize Islamic law, and set aside the dream of an Islamic state. Meanwhile, democratic openings in the 1980s--and again during the Arab Spring--pushed Islamists back toward their original conservatism. How nations can promote peace, prosperity, and stability through cohesive political institutions "Little else is required to carry a state to the highest degree of opulence from the lowest barbarism, but peace, easy taxes, and a tolerable administration of justice; all the rest being brought about by the natural course of things." So wrote Adam Smith a quarter of a millennium ago. Using the tools of modern political economics and combining economic theory with a bird's-eye view of the data, this book reinterprets Smith's pillars of prosperity to explain the existence of development clusters—places that tend to combine effective state institutions, the absence of political violence, and high per-capita incomes. To achieve peace, the authors stress the avoidance of repressive government and civil conflict. Easy taxes, they argue, refers not to low taxes, but a tax system with widespread compliance that collects taxes at a reasonable cost from a broad base, like income. And a tolerable administration of justice is about legal infrastructure that can support the enforcement of contracts and property rights in line with the rule of law. The authors show that countries tend to enjoy all three pillars of prosperity when they have evolved cohesive political institutions that promote common interests, guaranteeing the provision of public goods. In line with much historical research, international conflict has also been an important force behind effective states by fostering common interests. The absence of common interests and/or cohesive political institutions can explain the existence of very different development clusters in fragile states that are plagued by poverty, violence, and weak state capacity.
