This report provides a survey and analysis of Colombia's developmental experience and its principal features. The purpose of the review is to identify factors that have contributed to past performance, to set recent developments and prospects in better perspective and to assist in framing the relevant issues for policy formulation. It discusses major trends in economic growth, demographic factors, incomes and poverty, and analyzes macroeconomic and financial policies that have influenced past events, bringing out needed redirections in these areas. Public finances are treated in some detail, showing how their management can determine the flexibility and effectiveness with which economic policies affect outcomes. The agriculture and industry sectors are reviewed, underscoring factors that have shaped past and recent developments and proposing a framework for policy. Some conclusions about future strategic issues for Colombia's development policy are attempted.
