This blind peer reviewed book systematically records, analyses and assesses for the first time in a single volume the implications of the global development and management of professional evaluation for the African continent.The book deals with the most strategic contemporary evaluation themes. Each of these themes contains discussions of theoretical issues illustrated with one or more short case studies, while selected longer case studies and other relevant documentation are also taken up in annexures at the end of the book. The book therefore comprises a guide to best M&E practices for purposes of systematic policy, programme and project evaluations. It is suitable for both professional M&E institutionalisation and capacity-building projects as well as for evaluation information dissemination and education at different levels in the public, private and voluntary sectors in society, especially in a developmental context.
This book examines the progress of institutionalisation of evaluation in European countries from various perspectives. It describes both prior developments and current states of evaluation in 16 European countries and across the European Union (EU), focussing on three dimensions, namely the political, social and professional systems. These detailed country reports, which have been written by selected researchers and authors from each of the respective countries, lead to a concluding comparison and synthesis. This is the first of four volumes of the compendium The Institutionalisation of Evaluation to be followed by volumes on the Americas, Africa and Australasia. The overall aim is to provide an interdisciplinary audience with cross-country learning to enable them to better understand the institutionalisation of evaluation in different nations, world regions and different sectors.
Information--regular, systematic, reliable--is the life-blood of democracy and the fuel of effective management. Surely today there is no problem with information, for this is the age of information overload. It pours onto our computer screens and out of our printers. Indeed, many governments claim, often with some justification, to be more open and transparent than ever before. But what if the life-blood is contaminated, or the fuel polluted? Then the body politic sickens and the engine of public management runs rough. It is the vital issue of the quality of the information we receive that this book addresses. Quality Matters compares approaches across different jurisdictional settings and across three different types of information evaluation. The chapters describe and analyze quality assurance in a number of countries and within a variety of international organizations. These have been selected either because they are widely considered to be leaders in evaluating information or because they have experience with assuring quality information that can instruct others. Contributors are from Australia, Canada, the European Union, France, the Netherlands, New Zealand, Sweden, Switzerland, United Kingdom, United States, and the World Bank. This pioneering study analyzes practices for assuring the quality of evaluation, performance auditing, and reporting in the face of political, organizational, and technical obstacles. A final chapter addresses the extent to which quality assurance systems become bothersome rituals or remain meaningful mechanisms to ensure quality control. This well-structured volume will be of particular interest to policymakers and adds much to the literature on program evaluation and performance auditing.
This title analyzes the conception of economic development in modern regions, which has gone through a fundamental change since the early 1980s. Regions are today increasingly looked upon as independant market places that are connected via interregional and international trade and not as administrative units embodied in a national state. Two complementary theoretical frameworks explain the specialization of economic activity at the regional level. The traditional approach assumes that the comparative advantages of regions depend upon differences in the supply of lasting resources. In contrast the newer complementary framework called the "new economic georgraphy", assumes that the dynamic interaction between geographical market potentials and rational firms in its own way creates the comparative advantage of regions. The book examines the policy implications of the complementarity of the competing views in a variety of geographic and functional contexts.
Today, evaluation is part of governing systems and is supported by powerful institutions. It is taken for granted that evaluation leads to betterment. However, evaluation itself is seldom analyzed from a critical perspective. In this book, Jan-Eric Furubo and Nicoletta Stame have assembled an international line-up of distinguished experts and emerging scholars to fill this void. Examining evaluation from a critical – or evaluative – perspective, each contribution in this book offers a systematic and critical insight into the broader relationship between evaluation and society. This book examines why many ambitious public management policies do not materialize. Comprehensive reforms do not generate relevant and lasting changes. Yet some evolutions may occur that actually improve the efficiency level inside public administrations. The book identifies how and why such processes may occur. It explores an innovative approach to the way reform policies inside the public sector are assessed. The opening chapters examine the contributions of different disciplines to the study of change in the public sector, before proposing a framework to better understand management developments. The book then reviews eight crosscutting central government programmes successively launched since the late 1960s, examines how these programmes were designed and constructed, and analyses the ways in which three toolkits are appropriated: dashboards and indicators, cost-benefit analysis, and ex post evaluation. The final chapters examine the links between the development of agencification and the way in which central government proceeds to implement it, and demonstrate why and how the structure of human resources is crucial for initiating change processes. Together, the book proposes lessons for public practitioners as well as for academic purposes.
The meeting was attended by six experts from the Committee on Aquaculture (CAQ) and by the consultant recruited for undertaking the evaluation. Initially only an external evaluation of the SIPAM network (Information System for the Promotion of Aquaculture in the Mediterranean) was recommended; subsequently, the call for a full external evaluation of CAQ, including all of its Networks, since its inception was requested by the Commission, in view of the forthcoming entry into force of the GFCM autonomous budget.
