Communication is a crucial issue in our complex societies tinted by distrust. It is the core of democratic life and almost all human and social actions. Therefore it is essential for communication to be responsible. But responsible communication cannot only be conceived as a deontological issue, framed by ethical compliance requirements or good practices promotion. It should be considered with all the virtualities of communication, from conversation to consideration, going through narrative, interpretation and argumentation. Indeed each of these communicational capacities has its properties, assets, complementarities and limitations. They constitute different ways to be responsive. This book offers a contribution to the debate of Theory of Deliberative Theory (TDD), reexamined here within its different inspiration sources, notably the opposition between communicational turn and system, the fact of moral pluralism and the public reason.
The public space of democracies is constructed in a context that is marked by the digital transformation of the economy and society. This construction is carried out primarily through deliberation. Deliberation informs and guides both individual and collective action. To shed light on the concept of deliberation, it is important to consider the rationality of choice; but what type of rationality is this? References to economic reason are at once widespread, crucial and controversial. This book therefore deals with arguments used by individuals based on the notions of preferential choice and rational behavior, and also criticizes them. These arguments are examined in the context of the major themes of public debate that help to construct the contemporary public space: "populism", social insurance, social responsibility and environmental issues. Economic Reason and Political Reason underlines the importance of the pragmatist shift of the 2000s and revisits, through the lens of this new approach, the great utilitarian and Rawlsian normative constructs that dominated normative political economics at the end of the 20th century. Alternative approaches, based on the concept of deliberative democracy, are proposed and discussed.

The Great Lakes region of Africa is characterized by protest politics, partial democratization, political illegitimacy and unstable economic growth. Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of ‘savage’ capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.
