This was first published in 2000: This work is founded on the premise that many analyses of economic restructuring and of gender relations fail to recognize two things. First, the situation facing women is different from that of the 1960s when the conceptual apparatuses for analyzing "women and work" were created. Labour markets are dominated by flexible, non-standard work, precarious contractual relations and income disparities. Therefore, it is difficult to structure political claims or analysis around the notion that there is a single labour market, that the primary problem is discrimination or inappropriate training, and that political strategies should focus on discrimination and non-traditional employment. Rather, new challenges require new solutions. The second point of departure is that is is impossible to understand either contemporary labour markets, or the roots of employment and other public policies without locating them vis a vis patterns of gender inequalities generated by and in these labour markets. The labour force has been feminized to such an extent that new, and often unequal gender relations are crucial to their very functioning.
What role does the organisation of labour relations play in the health of a democratic society? Axel Honneth’s major new work is devoted to answering this question. His central thesis is that participation in democratic will formation can only proceed from a transparent and fairly regulated division of labour. The social world of work – where we spend so much of our time – is almost unique in being a space in which we have experiences and learn lessons that we can use to influence the attitudes of a political community. Therefore, by shaping working conditions in a particular way, we have a prime opportunity to foster cooperative forms of behaviour that benefit democracy, both by making mental room for these to flourish and by using the workplace as a rehearsal for democratic interaction in wider society. A job cannot be so tiring that a worker cannot think about political events; a job cannot pay so little that one cannot engage in political activity in his or her free time; a job cannot demand subordination which inhibits deserved criticism of one’s superiors: economic independence, intellectual and physical autonomy, reduction of strain and crushing boredom, sufficient free time, self-respect and the confidence to speak up, and the chance to practice democratic interaction are all things which we must encourage in order to unblock access to democratic participation. Honneth argues that the reality of labour today increasingly undermines this participation – and he sets out the conditions necessary for a reversal of this injustice. Tracking the development of labour conditions since the birth of capitalism, this important book engages with a vital topic that has been neglected in democratic theory. The years following World War II saw a huge expansion of the middle classes in the world's industrialized nations, with a significant part of the working class becoming absorbed into the middle class. Although never explicitly formalized, it was as though a new social contract called for government, business, and labor to work together to ensure greater political freedom and more broadly shared economic prosperity. For the most part, they succeeded. In Social Contracts Under Stress, eighteen experts from seven countries examine this historic transformation and look ahead to assess how the middle class might fare in the face of slowing economic growth and increasing globalization. The first section of the book focuses on the differing experiences of Germany, Britain, France, the United States, and Japan as they became middle-class societies. The British working classes, for example, were slowest to consider themselves middle class, while in Japan by the 1960s, most workers had abandoned working-class identity. The French remain more fragmented among various middle classes and resist one homogenous entity. Part II presents compelling evidence that the rise of a huge middle class was far from inclusive or free of social friction. Some contributors discuss how the social contract reinforced long-standing prejudices toward minorities and women. In the United States, Ira Katznelson writes, Southern politicians used measures that should have promoted equality, such as the GI bill, to exclude blacks from full access to opportunity. In her review of gender and family models, Chiara Saraceno finds that Mediterranean countries have mobilized the power of the state to maintain a division of labor between men and women. The final section examines what effect globalization might have on the middle class. Leonard Schoppa's careful analysis of the relevant data shows how globalization has pushed "less skilled workers down and more skilled workers up out of a middle class that had for a few decades been home to both." Although Europe has resisted the rise of inequality more effectively than the United States or Japan, several contributors wonder how long that resistance can last. Social Contracts Under Stress argues convincingly that keeping the middle class open and inclusive in the face of current economic pressures will require a collective will extending across countries. This innovative book analyses the role gender plays in the relationship between globalisation, migration and reproductive labour. Exploring the gendered experiences of migrant men and the social construction of racialised masculinities in the context of the 'international division of reproductive labour' (IDRL), it examines how new patterns of consumption and provision of paid domestic/care work lead to forms of inequality across racial, ethnic, gender and class lines. Based on an ethnographic analysis of the working and family lives of migrant men within the IDRL, it focuses on the practices and strategies of migrant men employed as domestic/care workers in Italy. The authors highlight how migrant men's experiences of reproductive labour and family are shaped by global forces and national public policies, and how they negotiate the changes and potential conflicts that their 'feminised' jobs entail. They draw on the voices of men and women of different nationalities to show how masculinities are constructed within the home through migrant men's interactions with male and female employers, women relations and their wider ethnic network.
