Les gouvernements de la Colombie-Britannique et du Canada ont conclu une Entente sur le développement du marché du travail (EMT) le 25 avril 1997 pour faciliter la cogestion des programmes de développement du marché du travail en C.-B. Chacun est convenu de travailler avec l'autre à la conception et à la gestion de Prestations d'emploi et mesures de soutien (PEMS) et à l'administration du Service national de placement (SNP). Ce rapport présente les conclusions de l'évaluation formative de l'EMT. L'évaluation a fait appel à des éléments multiples de preuve, à la fois qualitatifs et quantitatifs, pour explorer 7 types d'aspects de l'évaluation: pertinence; conception, application et mise en oeuvre; impact sur les participants; impact sur la collectivité; évaluation des indicateurs de succès à court terme; efficacité au niveau d'ensemble; questions propres aux PEMS.
