The reform program of Deng Xiaoping in the People's Republic of China constitutes one of the most significant political and social change programs in recent history. A singularly important question arises from this experiment: How does a nation implement a stock market and call it Marxism? This book answers this question by examining the official discourse bridging the gap between the reform policies and orthodox Marxism. Focusing on Chinese Communist Party Congresses and the Resolution on CPC History, the author extends recent writings on the reforms by analyzing the ways in which the Chinese leadership justified the reforms, in the face of social and economic turmoil, such as the 1989 Tiananmen Square movement. Also examined is the role of discourse in the Chinese political culture. The author argues that legitimacy of the government in China rests on two factors: the national myth of revolution and ideological orthodoxy. These serve the same legitimating functions in the Communist political culture as the Confucian doctrines of the Mandate of Heaven and virtue, providing continuity in political discourse across the centuries, although the political systems have changed drastically.

This book takes a fresh look at Chinese political economy at a key inflection point. Facing a more competitive international environment, Chinese reform has shifted from its earlier focus on economic liberalization and political decentralization to a more tightly organized, centralized form of state socialism. The Party-state's vigorous fiscal reaction to the Global Financial Crisis (2008-2009) left the country with a much improved infrastructure and greater sense of national self-assurance. The more monocratic central leadership has redoubled efforts to fight poverty and pollution, push technological innovation, and at the same time rigorously enforce ideological consensus, political loyalty and anticorruption.This has been occurring in an international context of slowing trade and nationalist pushback against 'globalization', prominently including bilateral Chinese-American polarization. While China has been among the staunchest advocates and beneficiaries of globalization, incipient trade war 'decoupling' has spurred movement toward economic and technological self-reliance. Turning inward however vies with a rival impulse toward more vigorous engagement in the world. This is most consequentially represented by the Belt and Road Initiative, driving massive infrastructure construction through Central Asia and the South and Southeast Asian maritime periphery. Using Chinese-language sources, archival materials, and interviews, Murray draws a vivid picture of this movement from the Hainanese perspective, and broadens our understanding of how patriotism, Party loyalty, and Chinese identity have been experienced and interpreted in modern China.
Economic development and a dramatic improvement in living standards in many parts of the People’s Republic of China during the past three decades of economic reforms have been hailed by the Chinese Communist Party and many commentators in the international arena as the most spectacular achievements in the history of humanity. Since the late 1990s, there has been a crucial and substantial transformation in China’s television system involving institutional, structural and regulatory changes. Unravelling the implications of these changes is vital for understanding the politics of Chinese media policy-making and regulation, and thus a comprehensive study of this history has never been more essential. This book studies the transformation of the policy and regulation of the Chinese television sector within a national political and economic context from 1996 to the present day. Taking a historical and sociological approach, it engages in the theoretical debates over the nature of the transformation of media in the authoritarian Chinese state; the implications of the ruling party’s political legitimacy and China’s central-local conflicts upon television policy-making and market structure; and the nature of the media modernisation process in a developing country. Its case studies include broadcasting systems in Shanghai and Guangdong, which demonstrate that varied polices and development strategies have been adopted by television stations, reflecting different local circumstances and needs. Arguing that rather than being a homogenous entity, China has demonstrated substantial local diversity and complex interactions between local, national and global media, this book will be of interest to students and scholars of Chinese media, politics and policy, and international communications.
