This book addresses why, whether and how the existing legal framework on water management in China could make climate change adaptation a mainstream issue. The book uses a table to illustrate the distinctions and similarities between IWRM and water-centered adaptation to analyze the possibilities of mainstreaming adaptation. The new water-planning processes and EIA are also illustrated in the form of figures showing the differences after factoring in adaptation considerations. Interviews with water managers to obtain their perception and attitudes towards climate change adaptation offer new perspectives for readers. In Climate Change Law in China in Global Context, seven climate change law scholars explain how the country’s legal system is gradually being mobilized to support the reduction of greenhouse gas emissions in China and achieve adaptation to climate change. There has been little English scholarship on the legal regime for climate change in China. This volume addresses this gap in the literature and focuses on recent attempts by the country to build defences against the impacts of climate change and to meet the country’s international obligations on mitigation. The authors are not only interested in China’s laws on paper; rather, the book explains how these laws are implemented and integrated in practice and sheds light on China’s current laws, laws in preparation, the changing standing of law relative to policy, and the further reforms that will be necessary in response to the 2015 Paris Agreement on Climate Change. China is facing many challenges in the water sector while implementing integrated water resources management (IWRM). Another daunting task - adapting to water-related impacts of climate change, is also challenging China's water managers. These challenges have been posing threats to China's economic, social and environmental development. While separate efforts in promoting IWRM and climate change adaptation have been made, the approach of mainstreaming climate change adaptation strategy within IWRM is seldom studied. Attempting to fill the gap, this paper argues that there is great potential in synergizing them after analysing their distinctions and common points. By developing climate-proofing strategies within IWRM, mainstreaming is able to minimize adverse water-related climate change risks and maximize the benefits of policies and plans. In this study, entry points of mainstreaming climate change adaptation in the sustaining environment of IWRM and its process will be identified and analysed.

This book provides a first comprehensive legal examination of water rights arrangements and water rights trading in China. Although recent water reform in China has made substantial progress in policy development and practice, how its legal and institutional framework facilitates or hinders the application of tradable water rights remains less addressed in the existing scholarship. Against the backdrop of China’s water reform and the wider international debate in water governance, this book aims to provide an innovative approach to the complex issue of water governance by critically analysing the recent legal and policy developments in China towards tradable water rights. It examines the deficiencies of the current systems for water rights arrangements and trading, explores how China may learn from and build on the international trends in water rights trading practice (mainly Australia and the US), and proposes legal and policy frameworks for defining and administering tradable water rights in China that underpin sustainable water use in the face of exacerbated water scarcity, variability, and uncertainty. All in all, the book proposes pragmatic strategies for China’s water law and policy reform to move towards tradable water rights, which encompasses a comprehensive prescription from initialising and defining tradable water rights to administering water rights and trading. This volume provides an overview of the climate change adaptation objectives set, actions taken, and challenges faced by several countries in the Asia-Pacific region. The majority of the populations in this region struggle to make a living from subsistence agriculture, and livelihoods are highly dependent on natural ecosystem services which are likely to be severely affected by climate change. Cases discussed in this book highlight successes made by governments towards achieving adaptation objectives, and efforts required to overcome challenges. While significant economic advances have been made, the pace of growth has been slow to impact the lives of a majority of the people who live below the poverty line. The chapters highlight adaptation actions for protecting people and their livelihoods in priority sectors, maintaining food and water security, supporting socio-economic stability including poverty reduction, and climate risk management. This book also maximizes readers' insights into the knowledge gaps and limitations of stated adaptation goals, and the bottlenecks that hinder implementation in different regions.
Community-based adaptation (CBA) to climate change is based on local priorities, needs, knowledge and capacities. Early CBA initiatives were generally implemented by non-government organisations (NGOs), and operated primarily at the local level. Many used ‘bottom-up’ participatory processes to identify the climate change problem and appropriate responses. Small localised stand-alone initiatives are insufficient to address the scale of challenges climate change will bring, however. The causes of vulnerability - such as market or service access, or good governance - also often operate beyond the project level. Larger organisations and national governments have therefore started to implement broader CBA programmes, which provide opportunities to scale up responses and integrate CBA into higher levels of policy and planning. This book shows that it is possible for CBA to remain centred on local priorities, but not necessarily limited to work implemented at the local level. Some chapters address the issue of mainstreaming CBA into government policy and planning processes or into city or sectoral level plans (e.g. on agriculture). Others look at how gender and children’s issues should be mainstreamed into adaptation planning itself, and others describe how tools can be applied, and finance delivered for effective mainstreaming. This book was published as a special issue of Climate and Development.
