In Institution Building in Weak States, Andrew Radin argues that the international community’s approach to building state institutions needs its own reform. In contrast to the common strategy of foreign interveners—imposing models drawn from Western countries—Radin shows how pursuing incremental change that accommodates local political interests is more likely to produce effective, accountable, and law-abiding institutions. This book presents a systematic collation of the regional and global dimensions of the leadership role of BRICS countries (Brazil, Russia, India, China and South Africa). It analyses the rising regional and global leadership of BRICS, using specific benchmarks to gauge the nature of this leadership. The elements examined include willingness to lead, the capacity to do as much, and the degree to which the given actor is accepted as a leader both within and beyond its region. The chapters in the book capture the nature of trends in regional and global leadership within the contexts of a changing international order. Governments play a major role in the development process, and constantly introduce reforms and policies to achieve developmental objectives. Many of these interventions have limited impact, however; schools get built but children don't learn, IT systems are introduced but not used, plans are written but not implemented. These achievement deficiencies reveal gaps in capabilities, and weaknesses in the process of building state capability. This book addresses these weaknesses and gaps. It starts by providing evidence of the capability shortfalls that currently exist in many countries, showing that many governments lack basic capacities even after decades of reforms and capacity building efforts. The book then analyses this evidence, identifying capability traps that hold many governments back - particularly related to isomorphic mimicry (where governments copy best practice solutions from other countries that make them look more capable even if they are not more capable) and premature load bearing (where governments adopt new mechanisms that they cannot actually make work, given weak extant capacities). The book then describes a process that governments can use to escape these capability traps. Called PDIA (problem driven iterative adaptation), this process empowers people working in governments to find and fit solutions to the problems they face. The discussion about this process is structured in a practical manner so that readers can actually apply tools and ideas to the capability challenges they face in their own contexts. These applications will help readers devise policies and reforms that have more impact than those of the past.

The issue of climate change is now widely recognised as one of the major challenges for mankind in the 21st century, not only because it may ultimately affect many areas of our environment, nature and human activity but also because its mitigation may have far reaching consequences for almost all sectors of the economy where energy conversion takes place. Although climate change is firmly positioned on the political agenda and some initial targets have been agreed within a global framework, we are still far away from a mature political and practical policy which may deliver timely and appropriate results .to tum the tide. This is partly due to the complex nature of a possible global climate change regime, the still early stage of the development of effective and efficient instruments and the wide variety of possible ramifications for individual countries and economic sectors. But it is also due to the complexity of the negotiation process, and the lack of effective international or even global governance and leadership to tackle a multi-dimensional problem of this size and nature. This book is the first broad attempt to address the issue of leadership by one of the major parties to the UN Framework Convention on Climate Change in the ongoing international debate and negotiations towards such a policy which inevitably has to be constructed on a global scale.
