Excerpt from Laws of Wisconsin Relating to Public Charities: Powers and Duties of Juvenile Courts and Matters Pertaining to the State Board of Control of Reformatory, Charitable Penal Institutions Organization. (1) To secure the just, humane and economical administration of the laws concerning the charitable, curative, reformatory, and penal institutions of this state, there is hereby constituted a board of three mem bers, one of whom shall be a woman, which shall be known as the State Board of Control of Wisconsin. The board shall be a body corporate, and, in addition to the functions expressly authorized by law, shall have all powers necessary to the full and complete performance thereof. Such board shall have a seal, with the words State Board of Control of Wisconsin, and such other design as the board may pre scribe, engraved thereon, by which it shall authenticate its proceedings, and of which the courts shall take judicial notice.
