Sebastián Mazzuca argues that the secret of Latin America’s failure is that its states were “born weak,” in contrast to states in western Europe, North America, and Japan. State formation in post-Independence Latin America occurred in a period when capitalism, rather than war, was the key driver forging countries. In pursuing the short-term benefits of international trade, Latin American leaders created states with chronic weaknesses, notably patrimonial administrations and dysfunctional regional combinations. Mazzuca analyzes pathways leading to variations in country size and level of pacification: “port-led” state formation in Argentina and Brazil; “party-led” in Mexico, Colombia, and Uruguay; and “lord-led” in Central America, Venezuela, and Peru.
If social science's "cultural turn" has taught us anything, it is that knowledge is constrained by the time and place in which it is produced. In response, scholars have begun to reassess social theory from the standpoints of groups and places outside of the European context upon which most grand theory is based. Here a distinguished group of scholars reevaluates widely accepted theories of state, property, race, and economics against Latin American experiences with a two-fold purpose. They seek to deepen our understanding of Latin America and the problems it faces. And, by testing social science paradigms against a broader variety of cases, they pursue a better and truly generalizable map of the social world. Bringing universal theory into dialogue with specific history, the contributors consider what forms Latin American variations of classical themes might take and which theories are most useful in describing Latin America. For example, the Argentinian experience reveals the limitations of neoclassical descriptions of economic development, but Charles Tilly's emphasis on the importance of war and collective action to statemaking holds up well when thoughtfully adapted to Latin American situations. Marxist structural analysis is problematic in a region where political divisions do not fully expresses class cleavages, but aspects of Karl Polanyi's socioeconomic theory cross borders with relative ease. This fresh theoretical discussion expands the scope of Latin American studies and social theory, bringing the two into an unprecedented conversation that will benefit both. Why does state building sometimes promote economic growth and in other cases impede it? Through an analysis of political and economic development in four countries—Turkey, Syria, Korea, and Taiwan—this book explores the origins of political-economic institutions and the mechanisms connecting them to economic outcomes. David Waldner extends our understanding of the political underpinnings of economic development by examining the origins of political coalitions on which states and their institutions depend. He first provides a political model of institutional change to analyze how elites build either cross-class or narrow coalitions, and he examines how these arrangements shape specific institutions: state-society relations, the nature of bureaucracy, fiscal structures, and patterns of economic intervention. He then links these institutions to economic outcomes through a bargaining model to explain why countries such as Korea and Taiwan have more effectively overcome the collective dilemmas that plague economic development than have others such as Turkey and Syria. The latter countries, he shows, lack institutional solutions to the problems that surround productivity growth. The first book to compare political and economic development in these two regions, State Building and Late Development draws on, and contributes to, arguments from political sociology and political economy. Based on a rigorous research design, the work offers both a finely drawn comparison of development and a compellingly argued analysis of the character and consequences of "precocious Keynesianism," the implementation of Keynesian demand-stimulus policies in largely pre-industrial economies.

Latin America is currently caught in a middle-quality institutional trap, combining flawed democracies and low-to-medium capacity States. Yet, contrary to conventional wisdom, the sequence of development - Latin America has democratized before building capable States - does not explain the region's quandary. States can make democracy, but so too can democracy make States. Thus, the starting point of political developments is less important than whether the State-democracy relationship is a virtuous cycle, triggering causal mechanisms that reinforce each other. However, the State-democracy interaction generates a virtuous cycle only under certain macroconditions. In Latin America, the State-democracy interaction has not generated a virtuous cycle: problems regarding the State prevent full democratization and problems of democracy prevent the development of state capacity. Moreover, multiple macroconditions provide a foundation for this distinctive pattern of State-democracy interaction. The suboptimal political equilibrium in contemporary Latin America is a robust one.

Remaking the Chinese Empire examines China's development from an empire into a modern state through the lens of Sino-Korean political relations during the Qing period. Incorporating Korea into the historical narrative of the Chinese empire, it demonstrates that the Manchu regime used its relations with Chosŏn Korea to establish, legitimize, and consolidate its identity as the civilized center of the world, as a cosmopolitan empire, and as a modern sovereign state. For the Manchu regime and for the Chosŏn Dynasty, the relationship was one of mutual dependence, central to building and maintaining political legitimacy. Yuanchong Wang illuminates how this relationship served as the very model for China's foreign relations. Ultimately, this precipitated contests, conflicts, and compromises among empires and states in East Asia, Inner Asia, and Southeast Asia – in particular, in the nineteenth century when international law reached the Chinese world. By adopting a long-term and cross-border perspective on high politics at the empire's core and periphery, Wang revises our understanding of the rise and transformation of the last imperial dynasty of China. His work reveals new insights on the clashes between China's foreign relations system and its Western counterpart, imperialism and colonialism in the Chinese world, and the formation of modern sovereign states in East Asia.
