Este libro recoge el debate respecto de la evolución de las industrias culturales, sus profundas transformaciones y la necesidad de revisar y actualizar la interpretación teórica de este fenómeno. Si bien la economía política es la perspectiva que atraviesa el conjunto de artículos comprendidos en el libro, al mismo tiempo se ponen en cuestión las certezas teórico-metodológicas y se abandonan las zonas de confort en aras de explorar vías de acceso que nos permitan comprender las industrias culturales dentro de un nuevo ecosistema comunicacional. Aquí se ensayan distintas estrategias para dar cuenta no sólo de la evolución de las industrias culturales, sino poder comprender la mutación cultural que ha dado lugar la revolución digital.
Governments that seek to liberalize trade can find that doing so is often in tension with their desire to achieve the objectives of cultural policy. This is because measures like local content requirements can seem like discriminatory practices when viewed through the lens of trade liberalization. This tension has prompted a long-standing debate, with great variation in how countries have approached it. Trade and Culture: The Ongoing Debate explores this variation across geographic space. It also seeks to explain the evolution in these various policies over time. Policies are not static, largely due to domestic politics, shifts in the international trading system and technological developments. Este libro es producto del trabajo de un equipo de colaboradores de la Feria Internacional del Libro (FIL) y el Centro de Estudios Estratégicos para el Desarrollo de la Universidad de Guadalajara (CEED-UdeG), encabezados por Raúl Padilla López y Leticia Leal Moya, respectivamente, promotores del debate nacional e internacional sobre las políticas públicas de cultura. Durante la edición 2012 de la FIL se reunió a académicos y protagonistas de la gestión cultural en México, a investigadores y responsables de políticas culturales de otros países y a los presidentes de las comisiones legislativas de cultura del Congreso de la Unión para que expusieran sus ideas y experiencias en torno a las políticas culturales, así como sus propuestas sobre lo que se debe realizar en el corto y mediano plazo.
