This book provides a theoretical and practical foundation needed to change the practice of land use management in Southern Africa. It presents an overview of alternative land use management system for South African municipalities that is economically, socially and environmentally more sustainable than many of the land use schemes in effect at present. Land use management is a component of spatial governance that controls the nature and extent of development to prevent harmful impacts on people and the environment. As the current system with its colonial/modernist planning and regulatory mechanisms were never designed to deal with rapid change, urbanisation and informality, a different form of land development and land use management is necessary. This timely book reflects the culmination of many years of practical experience and research into various aspects of land use management by the authors and studies undertaken by their master’s and doctoral students. The book goes beyond an analysis of the problems and suggests concrete proposals that can be applied throughout Southern Africa based on a rural to urban transect. This book reconciles competing and sometimes contradictory forms of land use, while also promoting sustainable land use options. It highlights land use planning, spatial planning, territorial (or regional) planning, and ecosystem-based or environmental land use planning as tools that strengthen land governance. Further, it demonstrates how to use these types of land-use planning to improve economic opportunities based on sustainable management of land resources, and to develop land use options that strike a balance between conservation and development objectives. Competition for land is increasing as demand for multiple land uses and ecosystem services rises. Food security issues, renewable energy and emerging carbon markets are creating pressures for the conversion of agricultural land to other uses such as reforestation and biofuels. At the same time, there is a growing demand for land in connection with urbanization and recreation, mining, food production, and biodiversity conservation. Managing the increasing competition between these services, and balancing different stakeholders’ interests, requires efficient allocation of land resources.
Sustainable Urban Futures in Africa provides a variety of conventional and emerging theoretical frameworks to inform understandings and responses to critical urban development issues such as urbanisation, climate change, housing/slum, informality, urban sprawl, urban ecosystem services and urban poverty, among others, within the context of the sustainable development goals (SDGs) in Africa. This book addresses topics including challenges to spatial urban development, how spatial planning is delivered, how different urbanisation variables influence the development of different forms of urban systems and settlements in Africa, how city authorities could use old and new methods of land administration to produce sustainable urban spaces in Africa, and the role of local activism is causing important changes in the built environment. It is increasingly recognized that land can be managed most sustainably through involving local communities. This book highlights the potential of a new methodology of uncovering and stimulating community initiatives in sustainable land management in Africa. Analyses of four contrasting African countries (Ghana, Morocco, South Africa and Uganda) show that as communities directly face the challenges of land degradation, they are likely to develop initiatives themselves in terms of sustainable land management. These initiatives (or ‘innovations’) may be more appropriate and sustainable than those emanating from research stations located far from the communities. The book describes the rationale of the approach used, the set of steps followed, how the project managed to engage the communities to understand the importance of the activities they were undertaking, and how they were stimulated to improve and extend their initiatives and innovativeness. Examples covered include soil fertility, community forestry, afforestation, water, invasive species and grazing land management. Central to the book is the way communities, and scientists, interacted between the four countries and learnt from each other. The book also shows how the initiatives were outscaled locally.
This study outlines the difficulties poor communities face in accessing peri-urban land in South Africa that could have implications and lessons for similar communities in other countries facing spatial segregation issues. 'In Search of Land and Housing in the New South Africa' focused on one community, composed largely of laid-off farm workers that wanted to buy their own farm in a peri-urban area west of Johannesburg. Their dream was to establish a mixed-use settlement. They wanted to call the village Ethambalethu 'Our Hope.' About 250 families started their own association and savings scheme to make their dream a reality. By 1997, they had saved enough money to make their first purchase offer. A decade later, the community's dream is still not a reality. The families have faced numerous obstacles: two cancelled sale agreements, wrongful arrest, being sued in court, an out-of-court settlement for which community members were paid to not move into the white neighborhood, and large sums of their own money spent on consultants and environmental impact studies. In an agreement with the Mogale City Municipality, where the land is located, the community now has at least a confirmed right to occupy the land. But it does not yet legally own the land, and is still trying to get permission to build on and work the land. The case of Ethembalethu is not unique. Millions of black South Africans live in peri-urban areas. Yet, government programs, development planning and environmental regulations, and the current land and housing markets do not support realization of their aspirations to become homeowners on sites of their choice.

With the universal adoption of networked computing technologies, data generation is now so massive and all pervasive in society that it offers unprecedented technological solutions for planning and managing urban futures. These technologies are essential to effective urban planning and urban management in an increasingly challenging world, with socially disruptive changes, more complex and sophisticated urban lives and the need for resilience to deal with the possibility of adverse future environmental events and climate change. The book discusses examples of these technologies which encompass, inter alia: ‘smart urban futures’, where cities with myriad sensors are networked with communication technologies that enable the city planners to monitor well-being and be responsive to citizens' needs to allow dynamic management in real-time; PSS that encompass new hardware, develop new indicators, applications and innovative ways of facilitating public and community involvement in the management and planning of urban areas; and urban modelling that draws on theory and the richness of data from the growing range of urban sensing and communication technologies to build a better understanding of urban dynamics, trends and 'what-if' scenario investigations, and to provide better tools for planning and policymaking.
