In this book, the authors argue for instigated property exchange--a concept applied in a land-assembly method commonly known in the literature as land readjustment.
During the twentieth century, Japan was transformed from a poor, primarily rural country into one of the world's largest industrial powers and most highly urbanised countries. Interestingly, while Japanese governments and planners borrowed carefully from the planning ideas and methods of many other countries, Japanese urban planning, urban governance and cities developed very differently from those of other developed countries. Japan's distinctive patterns of urbanisation are partly a product of the highly developed urban system, urban traditions and material culture of the pre-modern period, which remained influential until well after the Pacific War. A second key influence has been the dominance of central government in urban affairs, and its consistent prioritisation of economic growth over the public welfare or urban quality of life. André Sorensen examines Japan's urban trajectory from the mid-nineteenth century to the present, paying particular attention to the weak development of Japanese civil society, local governments, and land development and planning regulations.
The report examines a variety of specific instruments and applications in municipalities throughout the region under three categories: property taxation and betterment contributions; exactions and other direct negotiations for charges for building rights or the transfer of development rights; and large-scale approaches such as development of public land through privatization or acquisition, land readjustment, and public auctions of bonds for purchasing building rights. It concludes with a summary of lessons learned and recommends steps that can be taken in three spheres: Learn from Implementation Experiences Increase Knowledge about Theory and Practice Promote Greater Public Understanding and Participation
In dealing with scarce land, planners often need to interact with, and sometimes confront, property right-holders to address complex property rights situations. To reinforce their position in situations of rivalrous land uses, planners can strategically use and combine different policy instruments in addition to standard land use plans. Effectively steering spatial development requires a keen understanding of these instruments of land policy. This book not only presents how such instruments function, it additionally examines how public authorities strategically manage the scarcity of land, either increasing or decreasing it, to promote a more sparing use of resources. It presents 13 instruments of land policy in specific national contexts and discusses them from the perspectives of other countries. Through the use of concrete examples, the book reveals how instruments of land policy are used strategically in different policy contexts.
This book brings together a series of contributions which examine the processes of contemporary city development and urban planning in Japan. A central theme of the book is to consider, from a range of perspectives and situations, the role, policies, methods, and effectiveness of planning in guiding city development in Japan and in addressing present and emerging urban issues. Areas of particular concern include inner city development, the urban periphery, the institutional and regulatory context of planning, and planning for urban and regional economic and technological change. In many instances, the book draws parallels between Japan's urban experience and planning approach with those of Europe and North America. Earlier versions of all but two of the chapters were published in issues of the Town Planning Review, but not only does the book have the value of bringing these contributions together in one volume, but it has also allowed the authors to revise and update their work and incorporate new developments. The editors have contributed a substantial, reflective introductory chapter and have also included a chronology of Japanese planning legislation and an annotated guide to selected English-language literature on Japanese urban and regional planning. While the main aim of the book is to provide a detailed interpretation of current urban planning issues and policies in Japan, the chapters also provide a foundation for understanding how Japanese city planning may evolve in the future.
Regenerating Urban Land draws on the experience of eight case studies from around the world. The case studies outline various policy and financial instruments to attract private sector investment in urban regeneration of underutilized and unutilized areas and the requisite infrastructure improvements. In particular, each case study details the project cycle, from the scoping phase and determination of the initial amount of public sector investment, to implementation and subsequent leveraged private-sector funds. This manual analyzes rates of return on the investments and long-term financial sustainability. Regenerating Urban Land guides local governments to systematically identify the sequence of steps and tasks needed to develop a regeneration policy framework, with the participation of the private sector. The manual also formulates specific policies and instruments for expanding private sector participation; structuring effective administrative and legal frameworks; utilizing land readjustment/assembly methods; determining duration of contracts, adequate phasing, and timeline; and balancing the distribution of risk and sustainability measures.
This study uses satellite imagery and population data for the decade 2000 to 2010 in order to map urban areas and populations across the entire East Asia region, identifying 869 urban areas with populations over 100,000, allowing us for the first time to understand patterns in urbanization in East Asia.
