Large-scale land acquisitions, or 'land grabbing', has become a key research topic among scholars interested in agrarian change, development, and the environment. The term 'land acquisitions' refers to a highly contested process in terms of governance and impacts on livelihoods and human rights. Focusing on South-East Asia, this book presents a series of thematic papers and detailed case studies to put this phenomenon into specific historical and institutional contexts.
Developing Asia's demand for high-quality, integrated infrastructure requires a steady but equitable supply of land. Questions of who can access land and who is excluded from it underlie many recent social and political conflicts in Southeast Asia. Powers of Exclusion examines the key processes through which shifts in land relations are taking place, notably state land allocation and provision of property rights, the dramatic expansion of areas zoned for conservation, booms in the production of export-oriented crops, the conversion of farmland to post-agrarian uses, “intimate” exclusions involving kin and co-villagers, and mobilizations around land framed in terms of identity and belonging. In case studies drawn from seven countries, the authors find that four “powers of exclusion”—regulation, the market, force and legitimation—have combined to shape land relations in new and often surprising ways. Land debates are often presented as a conflict between market-oriented land use with full private property rights on the one side, and equitable access, production for subsistence, and respect for custom on the other. The authors step back from these debates to point out that any productive use of land requires the exclusion of some potential users, and that most projects for transforming land relations are thus accompanied by painful dilemmas. Rather than counterposing “exclusion” to “inclusion,” the book argues that attention must be paid to who is excluded, how, why, and with what consequences. Powers of Exclusion is a path-breaking book that draws on insights from multiple disciplines to map out the new contours of struggles for land in Southeast Asia. The volume provides a framework for analyzing the dilemmas of land relations across the Global South and beyond.

This study uses satellite imagery and population data for the decade 2000 to 2010 in order to map urban areas and populations across the entire East Asia region, identifying 869 urban areas with populations over 100,000, allowing us for the first time to understand patterns in urbanization in East Asia.
This book interrogates the inevitability and practicability of full-scale, land-intensive capitalist agriculture in China, whilst analyzing the labor-intensive industrious revolution as an alternative rural development path. It presents a critical account of the recent rise of agrarian capitalism as a force that would undermine hundreds of millions of people's livelihoods in the populous country. The Land Question in China traces the roots of the industrious revolution in China back to the eighteenth century, drawing comparisons between contemporary rural development and economic prosperity in the mid-Qing dynasty. In the context of neoliberal restructuring, it argues that vigorous rural development with broad access to land offers a solution to mitigate precarious urban employment and population pressure, while the transfer of land from villagers to large producers and urban investors will exacerbate these problems. Comparisons with South Africa and the East Asian economies of Japan, South Korea, and Taiwan further illustrate this and help to develop a new interpretation of the industrious revolution and its contemporary relevance. Providing a critical examination of the "new land reform" in China from a world historical perspective, this book will be useful to students and scholars of sociology, economics, and development, as well as Chinese Studies.

The land reform carried out in Japan during the period of American Occupation is often spoken of as one of the most successful of the post-war reforms. It was certainly one of the most thorough going redistributions of land which the world has seen. A third of the total area of arable land changed hands, and nearly a third of the total population of the country was affected. Socially, the land reform accelerated the decay in feudal institutions, rendering the lot of the Japanese farmer considerably better than it once was.
