What are the implications of strategic manoeuvring for the activity of the simultaneous interpreter? This is the main question addressed in The Quest for Argumentative Equivalence. Based on the analysis of a multilingual comparable corpus named ARGO, the book investigates political argumentation with an eye to its reformulation by interpreters. After reporting and discussing a series of case studies illustrating interpreters’ problems in the political context, the study reconstructs the prototypical argumentative patterns used by Obama, Cameron, Sarkozy and Hollande not only in a hermeneutical perspective, but also considering interpreters’ need to reproduce them into a foreign language. Situated at the intersection of Argumentation Theory and Interpreting Studies, the book provides a contribution to the descriptive study of political argumentation, highlighting the presence of interpreters as a key contextual variable in political communication and deepening the study of the interlinguistic and translational implications of the act of arguing.

This open access book provides insight on how the tactical urbanism has the capacity to influence change in mobility practices such as cycling. COVID-19 crisis prompted the public authorities to rethink the use of public space in order to develop means of transport that are both efficient and adapted to the health context and their effects on cycling practices in Europe, North, and South America. Its contributors collectively reveal and evidence through policies analysis, mapping, and innovative qualitative analysis bridging video and interviews, how those new infrastructures and policies can be a trigger for change in a context of mobility transition. This book provides an important element on the way local authorities can act in a quicker and more agile way. While some decisions are specific to the context of the beginning of the pandemic, the analysis offers lessons on the way to implement the transition toward a low-carbon mobility, on the importance of processes based on trials and errors, on the political stakes of reallocating road space.

Curtain up explores city diplomacy in global migration governance. The author lays out the paradox that cities, although increasingly de facto migration actors in an urbanizing world, lack channels to influence international policies that directly impact local realities. Drawing on ten case studies from around the world, the author shows that local governments strive to overcome this paradox through global-level interaction with national and international actors contributing to the emergence of a role of cities in global migration governance. Cities draw on this role to influence migration narratives, place local issues on global agendas and demand a seat at decision-making tables. The concept of public action is a magnifying lens for shedding light on the plurality of institutional and social actors interacting in policies. Taking into account a changing social world that is redefining the State and its instruments, it is well suited for picking out transformations that have been affecting European social policies for some twenty years or so now: the territorial reorganization of powers; the spread of a public-private mix in the provision of services; the rise of new forms of collaborative governance; the institutionalization of the European agenda on social investment. This book examines social policies as normative and cognitive devices that contribute to organizing social life and are themselves moulded and redefined by it. The perspective of public action is located where it is possible to observe how these devices come into action, the powers and interests they help mobilize and the dynamics they generate. Policies thus appear as a tangle of rather diverse processes in which the erosion of the ‘social’ coexists with the emergence of innovative forms of social organization. Public action is the key tool that helps to deal with this tangle by posing the following questions. What vocabularies, significances and practices are set in motion by the ‘social’ today? What are the resources that fuel it? What powers are deployed in it?
The economic crisis of 2008–2009 signaled the end of the Post-Washington Consensus on restricting the role of the state in economic and development policy. Since then, state ownership and state intervention have increased worldwide. This volume offers a comparative analysis of the evolution of direct state intervention in the economy through state-owned companies in Austria, Brazil, France, Germany, Hungary, Poland, Turkey, Singapore, and Slovenia. Each case study includes substantial explanations of historical, cultural, and institutional contexts. All the contributors point to the complex nature of the current revival in state economic interventions. The few models that are successful cannot hide the potential problems of excessive state intervention, linked to high levels of moral hazard. State-owned enterprises are primary tools of market and price manipulation for political purposes. They can be used outright for rent seeking. Yet state-owned enterprises can also play important roles in prestigious national initiatives, like major public works or high-profile social and sports events. The authors conclude that after the uniform application of democratic market economic principles, the 2000s witnessed a path-dependent departure from standard economic and political operating procedures in developed countries.
