This report is based on the discussions at the 13th ADBI-OECD-ILO Roundtable on Labor Migration in Asia: Integrating Skills Development and Certification into the Labor Migration Cycle, held on 27–28 June 2023 in Bangkok, Thailand. The annual roundtable brings together labor experts and policy makers from across Asia to discuss trends in labor migration and emerging policy and issues on migrant workers. Chapter 1 analyzes labor migration flows in Asia and relevant policy developments, including a section on the flow and cost of remittances. Chapter 2 looks at the pathways for middle-skilled migration and the accompanying skills recognition or certification approaches in Singapore and Thailand, focusing on the construction sector. Chapter 3 examines programs for seasonal workers in Australia, New Zealand, and the United Kingdom, and how they relate to other programs for migrant workers in agriculture. The chapter also provides an overview of seasonal migrant worker options in the agriculture sector in Japan and the Republic of Korea, and Thai seasonal workers in Nordic countries. Statistical annexes provide updated economy-specific notes and comparative tables on country-level migration flows.
Migration for work is an important livelihood option for many households in Tajikistan due to limited job opportunities. Remittances from migrant workers significantly supplement the country’s foreign currency reserves, but the economic crisis and worldwide shutdown induced by the coronavirus disease (COVID-19) have caused international migration flows to fall, and remittances are projected to decline significantly. This publication reviews the state of international migration out of Tajikistan and identifies the impact of COVID-19 on the movement of people and migrant workers, in particular. It also reviews international best practices and proposes appropriate predeparture programs, post-return services for Tajik migrants, and ways to address migrate worker issues related to the pandemic.
If the right policies are in place, labour migration can help countries respond to shifts in labour supply and demand, stimulate innovation and sustainable development, and transfer and update skills. However, a lack of international standards regarding concepts, definitions and methodologies for measuring labour migration data still needs to be addressed. This report gives global and regional estimates, broken down by income group, gender and age. It also describes the data, sources and methodology used, as well as the corresponding limitations. The report seeks to contribute to the 2018 Global Compact for Safe, Orderly and Regular Migration and to achieving SDG targets 8.8 and 10.7
The chapters in this book reflect on the work of seminal Australian geographer, the late Professor Graeme Hugo. Graeme Hugo was widely respected because of his impressive contributions to scholarship and policy in the fields of migration, population and development, which spanned several decades. This collection of works contains contributions from authors whose own research has been influenced by Hugo; and includes numerous authors who worked closely with Hugo throughout his career. The collection provides an opportunity to reflect on Hugo’s legacy, and also to foreground contemporary scholarship in his key areas of research focus. The chapters are organised into two thematic threads. Part I contains works relating to ‘Population, Migration and Settlement in Australia’, while Part II focuses on ‘Labour and Environmental Migration in the Asia-Pacific’. Together, these two thematic threads provide broad coverage of Graeme Hugo’s key areas of research focus. The chapters also serve as a reminder of Hugo’s steadfast concern with producing careful scholarship for the public good, and seek to prompt continued work in this vein. The services sector is key to economic growth, competitiveness, and poverty alleviation. Comprising more than two-thirds of the world economy, services are now commonly traded across borders, helped by technological progress and the increased mobility of persons. In recent years, a number of developing countries have looked at trade in services as a means to both respond to domestic supply shortages and to diversify and boost exports. Any country can tap into the trade potential of services, but not every country can become a services hub across sectors. The opening of the services sector potentially comes with large benefits, but also fears and costs that should not be overlooked. This book provides useful guidelines for the assessment of a country s trade potential, and a roadmap for successful opening and export promotion in select services sectors. It looks at both the effects of increased imports and exports, and provides concrete examples of developing country approaches that have either succeeded or failed to maximize the benefits and minimize the risks of opening. It focuses on sectors that have been rarely analyzed through the trade lens, and/or have a fast growing trade potential for developing countries. These sectors are: accounting, construction, distribution, engineering, environmental, health, information technology, and legal services. This book is designed for non-trade specialists to understand how trade can help improve access to key services in developing countries, and for trade specialists to understand the specific characteristics of each individual sector. It will be a useful tool for governments to design successful trade opening or promotion strategies, and for the private sector and consumers to advocate sound domestic policy reforms accompanying an offensive trade agenda.

This book discusses the demand for migrant labour both conceptually and empirically with a focus on the UK.
The market for high-skilled workers is becoming increasingly global, as are the markets for knowledge and ideas. While high-skilled immigrants in the United States represent a much smaller proportion of the workforce than they do in countries such as Australia, Canada, and the United Kingdom, these immigrants have an important role in spurring innovation and economic growth in all countries and filling shortages in the domestic labor supply. This report summarizes the proceedings of a Fall 2014 workshop that focused on how immigration policy can be used to attract and retain foreign talent. Participants compared policies on encouraging migration and retention of skilled workers, attracting qualified foreign students and retaining them post-graduation, and input by states or provinces in immigration policies to add flexibility in countries with regional employment differences, among other topics. They also discussed how immigration policies have changed over time in response to undesired labor market outcomes and whether there was sufficient data to measure those outcomes.
