With the rise of direct-democratic instruments, the relationship between popular sovereignty and the rule of law is set to become one of the defining political issues of our time. This important and timely book provides an in-depth analysis of the limits imposed on referendums and citizens’ initiatives, as well as of systems of reviewing compliance with these limits, in 11 European states.
Amongst the novel objects that attracted my attention during my stay in the United States, nothing struck me more forcibly than the general equality of conditions. I readily discovered the prodigious influence which this primary fact exercises on the whole course of society, by giving a certain direction to public opinion, and a certain tenor to the laws; by imparting new maxims to the governing powers, and peculiar habits to the governed. I speedily perceived that the influence of this fact extends far beyond the political character and the laws of the country, and that it has no less empire over civil society than over the Government; it creates opinions, engenders sentiments, suggests the ordinary practices of life, and modifies whatever it does not produce. The more I advanced in the study of American society, the more I perceived that the equality of conditions is the fundamental fact from which all others seem to be derived, and the central point at which all my observations constantly terminated. I then turned my thoughts to our own hemisphere, where I imagined that I discerned something analogous to the spectacle which the New World presented to me. I observed that the equality of conditions is daily progressing towards those extreme limits which it seems to have reached in the United States, and that the democracy which governs the American communities appears to be rapidly rising into power in Europe. I hence conceived the idea of the book which is now before the reader. It is evident to all alike that a great democratic revolution is going on amongst us; but there are two opinions as to its nature and consequences. To some it appears to be a novel accident, which as such may still be checked; to others it seems irresistible, because it is the most uniform, the most ancient, and the most permanent tendency which is to be found in history. Let us recollect the situation of France seven hundred years ago, when the territory was divided amongst a small number of families, who were the owners of the soil and the rulers of the inhabitants; the right of governing descended with the family inheritance from generation to generation; force was the only means by which man could act on man, and landed property was the sole source of power. Soon, however, the political power of the clergy was founded, and began to exert itself: the clergy opened its ranks to all classes, to the poor and the rich, the villein and the lord; equality penetrated into the Government through the Church, and the being who as a serf must have vegetated in perpetual bondage took his place as a priest in the midst of nobles, and not infrequently above the heads of kings. The different relations of men became more complicated and more numerous as society gradually became more stable and more civilized. Thence the want of civil laws was felt; and the order of legal functionaries soon rose from the obscurity of the tribunals and their dusty chambers, to appear at the court of the monarch, by the side of the feudal barons in their ermine and their mail. Whilst the kings were ruining themselves by their great enterprises, and the nobles exhausting their resources by private wars, the lower orders were enriching themselves by commerce. The influence of money began to be perceptible in State affairs. The transactions of business opened a new road to power, and the financier rose to a station of political influence in which he was at once flattered and despised. Gradually the spread of mental acquirements, and the increasing taste for literature and art, opened chances of success to talent; science became a means of government, intelligence led to social power, and the man of letters took a part in the affairs of the State. The value attached to the privileges of birth decreased in the exact proportion in which new paths were struck out to advancement. In the eleventh century nobility was beyond all price; in the thirteenth it might be purchased; it was conferred for the first time in 1270; and equality was thus introduced into the Government by the aristocracy itself.
The resurgence of the Left in Latin America over the past decade has been so notable that it has been called “the Pink Tide.” In recent years, regimes with leftist leaders have risen to power in Argentina, Bolivia, Brazil, Chile, Ecuador, El Salvador, Nicaragua, Uruguay, and Venezuela. What does this trend portend for the deepening of democracy in the region? Benjamin Goldfrank has been studying the development of participatory democracy in Latin America for many years, and this book represents the culmination of his empirical investigations in Brazil, Uruguay, and Venezuela. In order to understand why participatory democracy has succeeded better in some countries than in others, he examines the efforts in urban areas that have been undertaken in the cities of Porto Alegre, Montevideo, and Caracas. His findings suggest that success is related, most crucially, to how nationally centralized political authority is and how strongly institutionalized the opposition parties are in the local arenas.
El presente volumen aborda el análisis de los procesos electorales de ámbito presidencial y legislativo celebrados en América Latina en el bienio 2014-2105. Se trata de elecciones celebradas en once países cuyo estudio se desarrolla en igual número de capítulos. Se cubren comicios simultáneos a ambas instancias en Argentina, Bolivia, Brasil, Costa Rica, Guatemala, Panamá y Uruguay. En El Salvador y en Colombia, aunque se celebraron en tiempos distintos, ambos tipos de comicios se consideran en el mismo capítulo; allí, las presidenciales precedieron a las legislativas con un año de diferencia en el primer país y las legislativas antecedieron por tres meses a las presidenciales en el segundo. Se recogen también en capítulos independientes las elecciones únicamente legislativas de México y Venezuela. Si bien el criterio temporal siempre puede calificarse de caprichoso en este caso sigue la preocupación iniciada hace ocho años de dar cumplida cuenta del acontecer electoral en la región, en el ámbito de los dos poderes representativos del Estado por excelencia. En efecto, este volumen da continuidad a anteriores trabajos. El bienio aquí analizado da cabida a un nivel promedio de elecciones presidenciales, si se tiene en cuenta el acumulado en la región desde hace 30 años, por lo cual es representativo del quehacer político latinoamericano. Así, la Tabla 1 recoge las 117 elecciones presidenciales que se han llevado a cabo en la región entre 19861 y 2015 cuyo resultado no fue cuestionado; su media es de cuatro procesos electorales por año y aquí el número de elecciones que se recogen son nueve.
El uso masificado de las nuevas tecnologías y la progresiva democratización de Internet han supuesto múltiples transformaciones de la realidad social en los últimos años. Los gobiernos están intentando brindar respuestas a las nuevas formas de interacción social presentes en el panorama cotidiano. Este modelo emergente propone reinventar la forma de gobernar introduciendo elementos que combinan el uso de nuevas tecnologías y fortalecen los valores democráticos.
The North American Mosaic has four overarching features. First, it is, to the extent feasible, based on comparable information on the status and trends of major indicators of the state of the environment in Canada,Mexico, and the United States. Second, the report confirms that these three countries together make up an incredibly complex, dynamic, and interconnected ecosystem in which humans play a dominant and decisive role. Third, the report raises important and sometimes disquieting questions concerning the sustainability of some current trends. Finally, the report is a reminder that our economic, social, and physical well-being are utterly dependent on the life-sustaining services provided by nature. This report emphasizes the importance of developing mutually compatible economic, social, and environmental goals and policies across the three-country region.

In this book, Tamar Groves and Inbal Ofer explore the effects of social movements' activism on the changing practices and conceptions of citizenship. Presenting empirically rich case studies from Latin America, Asia and Europe, leading experts analyze the ways in which the shifting balance of power between nation-state, economy and civil society over the past half century affected social movements in their choice of addressees and repertoires of action. Divided into two parts, the first part focuses on citizenship as a form of political and cultural participation. The three case studies that make up this section look into the ways in which social movements' activism prompted a critical re-evaluation of two central questions: Who can be considered a citizen? And what forms of political and cultural participation effectively enable citizens to exercise their rights? The second section focuses on citizenship as a form of community building. The three case studies that are included in this section address the ways in which activism fosters new forms of advocacy and communication, leading to the emergence of new communities and assigning qualities of fraternity to the status of citizenship. Throughout most of the 20th century social movements' literature focused on the challenges these entities posed to the state, since it was the state that had the capacity and willingness to grant social and economic concessions. This situation started to shift in the late 1960s. By the 1980s the existing configuration between the state, civil society and the economy was increasingly challenged by market penetration. Accordingly, we witness a proliferation of social movements that no longer target state institutions, or do so only partially. Their repertoires of action interact continuously with everyday practices, re-shaping demands within specific organizational, legislative and political contexts. As a result, such activism expands the understanding of the concept of citizenship so as to include demands relating to livelihood; division of resources; the production and dissemination of knowledge; and forms of civic participation and solidarity. Written for scholars who study social movements, citizenship and the relationship between the state and civil society over the past half century, this book provides a fresh insight on the nature of citizenship; increasingly framing the condition of being a citizen in terms of performance and on-going practices, rather than simply in relation to the attainment of a formal status.
