Rather than speculating upon what the future might bring, the volume interrogates the metaphors and practices through which the future is mobilized as an object of present day action and agency. The book shifts the analytical gaze from looking into the future to looking at the future as a sociological phenomenon in its own right. Futures are thus contested in as much as they register differences of interest, time frame or organizational and political form. Contestation is also evident in the ascendancy of certain discourses, languages and metaphors which foreclose some futures whilst facilitating others. But futures are far from being simply linguistic abstractions, and in fact can often be seen to harden into material entrenchment as expectations become scripted into 'path dependency' and 'lock in'. Contested Futures is an invaluable analysis for both academics and policy actors seeking a better understanding of the ubiquity of futures-discourse in the context of today’s uncertainties.

The book is based on an international research project that analyzed sixty LEPs, among them the Boston Harbor cleanup; the first phase of subway construction in Ankara, Turkey; a hydro dam on the Caroni River in Venezuela; and the construction of offshore oil platforms west of Flor, Norway. As the number, complexity, and scope of large engineering projects (LEPs) increase worldwide, the huge stakes may endanger the survival of corporations and threaten the stability of countries that approach these projects unprepared. According to the authors, the "front-end" engineering of institutional arrangements and strategic systems is a far greater determinant of an LEP's success than are the more tangible aspects of project engineering and management. The management of faculty careers is a critical issue in university autonomy, and in many countries recent reforms have increasingly addressed this area. Musselin’s exhaustive empirical research on academic job hiring practices and faculty career patterns included over 200 interviews with faculty members and administrators concerning two disciplines: history and math. Each of the countries has very different historical traditions with regard to how peers recruit their colleagues within the academy. It is broadly accepted that we have moved (or are moving) to a knowled- based economy, characterized at least by two main features: that knowl edge is a major factor in economic growth, and innovation processes are systemic by nature. It is not surprising that this change in the economic paradigm requires new analytical foundations for innovation policies. One of the purposes of this book is to make suggestions as to what they should include. Underpinning all the chapters in this book is a conviction of the impor tance of dynamic and systemic approaches to innovation policy. Nelson (1959)^ and Arrow (1962)^ saw innovation and the creation of new knowl edge as the emergence and the diffusion of new information, characterized essentially as a public good. The more recent theoretical literature regarded the rationale for innovation policies as being to provide solutions to "mar ket failures". Today, however, knowledge is seen as multidimensional (tacit vs. codified) and open to interpretation. Acknowledging that the creation, coordination and diffusion of knowledge are dynamic and cumu lative processes, and that innovation processes result from the coordination of distributed knowledge, renders the "market failure" view of innovation policies obsolete. Innovation policies must be systemic and dynamic.
When seeking to bench mark the performance of European economies, commentators often look to compare them to the economies of Japan and the United States. How Europe's Economies Learn shows how this is seriously misleading, and how any such comparison needs to be complemented with an understanding of the fundamental differences between Europe's economies.
