Dignified and proper management of the dead in disasters is fundamental to help the families know the fate of their relatives and mourn their dead. This manual is intended for use by those first on the scene following a disaster when no specialists are at hand. It provides basic guidance to manage the recovery, basic identification, storage and disposal of dead bodies following disasters, to ensure that no information is lost and that the dead are treated with respect. This field manual is the first ever to provide step-by-step guidance on how to recover and identify victims killed in disasters while duly considering the needs and rights of survivors. The book also provides practical annexes, including a Dead Body Identification Form, a Missing Persons Form, and a chart of sequential numbers for unique referencing of bodies.
Le terme promotion de la santé en Afrique, près de 30 ans après l'adoption de la Charte d'Ottawa, continue d'avoir des connotations complètement hors du sens que lui confère cette charte. Cela n'est pas étonnant quand on sait que la notion de santé dans ce contexte africain équivaut à la lutte contre la maladie à travers les soins de santé dispensés par des professionnels de la santé dans des formations sanitaires et les hôpitaux. L'évolution que connait le continent depuis quelques décennies est de donner un peu plus de place à la communauté à travers les relais communautaires dans une participation communautaire vidée de son contenu, car le pouvoir n'est jamais passé entre les mains des communautés.C'est au vu de tout ceci que le présent ouvrage à sa raison d'être pour expliquer les fondements de l'autonomisation communautaire et de la promotion de la santé avec leur importance pour la région africaine en proie aux mauvais indicateurs de santé comparativement aux autres régions du monde.
The conventional approach to risk communication, based on a centralized and controlled model, has led to blatant failures in the management of recent safety related events. In parallel, several cases have proved that actors not thought of as risk governance or safety management contributors may play a positive role regarding safety. Building on these two observations and bridging the gap between risk communication and safety practices leads to a new, more societal perspective on risk communication, that allows for smart risk governance and safety management. On request of the Pompidou Group a literature search and review has been conducted on experiences and examples of risk reduction policies in Europe. Data collection and review of the data took place between June and August 2001. The findings of the review are presented in this report. The report is meant as a resource for further critical discussion about the relevance and impact of risk reduction interventions, which will take place at a meeting with members of the Pompidou Group later this year.
