During the run-up to Kenyas 2013 general elections, crucial political and civic questions were raised. Could past mistakes, especially political and ethnic-related violence, be avoided this time round? Would the spectre of the 2007 post-electoral violence positively or negatively affect debates and voting? How would politicians, electoral bodies such as the IEBC, the Kenyan civil society, and the international community weigh in on the elections? More generally, would the 2013 elections bear witness to the building up of an electoral culture in Kenya, characterized by free and fair elections, or would it show that voting is still weakened by political malpractices, partisan opinions and emotional reactions? Would Kenyas past be inescapable or would it prepare the scene for a new political order? Kenyas Past as Prologue adopts a multidisciplinary perspective mainly built upon field-based ethnography and a selection of case studies to answer these questions. Under the leadership of the French Institute for Research in Africa (Institut francais de recherche en Afrique, IFRA), political scientists, historians and anthropologists explore various aspects of the electoral process to contribute in-depth analyses of the last elections. They highlight the structural factors underlying election and voting in Kenya including the political system, culture and political transition. They also interrogate the short-term trends and issues that influence the new political order. The book provides insight into specific case studies, situations and contexts, thus bringing nuances and diversity into focus to better assess Kenyas evolving electoral democracy.
The 2007 general elections in Kenya led to major unrest. The aim of this book is to examine and analyse the events that set the country on fire for several weeks. The situation has largely stabilised since April 2008, when the articles collected in this book were first individually published. Some political information has been updated post April 2008. The coalition government took shape with Mwai Kibaki remaining President while Raila Odinga became the Prime Minister. The country however remains in suspense, as do the donors who had made it possible for Kenya to restore a semblance of peace. But to what point will they be interested in investing in the country and to protect their place in it? The collection comprises a translation of a special issue of Les Cahiers d'Afrique de l'Est, n?37, the journal of the Institut Fran?ais de Recherche en Afrique (IFRA) and a collection of articles from Politique Africaine, n?109. On site researchers - Bernard Calas, Anne Cussac, Dominique Connan, Musambayi Katumanga, J?r?me Lafargue, and Patrick Mutahi; fieldwork carried out between December 2007 and February 2008 by Florence Brisset-Foucault, Ronan Porhel, Brice Rambaud; and in-depth country knowledge by Claire M?dard and Herv? Maupeu, combined to produce a mass of data within a short time. Whilst the tone of the book is not highly optimistic, the thrust is not intended to dampen the unanimous sense of hope in the country that the political and social situation will once more be more than just tolerable.
When voters enthusiastically turn up to cast their vote during general elections, they expect that their action would meaningfully change their lives. From the upheavals of recent national elections to the success of the #MyDressMyChoice feminist movement, digital platforms have already had a dramatic impact on political life in Kenya – one of the most electronically advanced countries in Africa. While the impact of the Digital Age on Western politics has been extensively debated, there is still little appreciation of how it has been felt in developing countries such as Kenya, where Twitter, Facebook, WhatsApp and other online platforms are increasingly a part of everyday life. Written by a respected Kenyan activist and researcher at the forefront of political online struggles, this book presents a unique contribution to the debate on digital democracy. For traditionally marginalised groups, particularly women and people with disabilities, digital spaces have allowed Kenyans to build new communities which transcend old ethnic and gender divisions. Following the (re-) introduction of multiparty systems in Africa in the early 1990s, third and fourth elections in Africa’s new democracies and hybrid regimes are now being seen. Although there is a large and growing literature on democracy and elections in Africa, parties and party systems have hitherto not been the focus of research, which may be surprising given their central role in a liberal democracy. The early works from the 1960s and 1970s provide neither a sound conceptual nor empirical basis. Research on political parties and party systems in Africa is still in its infancy. Various contributions in this volume address the theoretical and conceptual challenges provided by the African parties and party systems with their particular features of weak organization, informal relationships dominated by "big men" and clientelism within a neopatrimonial setting. Others raise the crucial question of representation in relation to ethnicity, civil society and gender, or look into the empirical relationship between party systems and democracy. Further chapters ask questions about the appropriate electoral system for the multiethnic context in Africa and deal with the problem of electoral system reform. Finally, there are chapters which focus on the neglected area of electoral violence, and the moral role of money and vote buying is scrutinized through a case study. An important conclusion is that party research in Africa needs more conceptual clarity as well as empirical research particularly on party organization, voting behavior, and the role of ethnicity. The volume is written for academics and graduate students in Comparative Politics, Party Research, Electoral and African Studies. There is not a single African country that did not attempt public sector reforms in the 1990s. Governments no longer see themselves as sole suppliers of social services, frequently opting for partnerships with the private sector. Efficiency and choice have entered the language of the planning and implementation units of Africa's line ministries, while privatization is no longer the controversial subject it was a decade ago. There have also been moves towards more open and democratic governments. Reforming Africa's Institutions looks at the extent to which reforms undertaken in Sub-Saharan Africa in recent years have enhanced institutional capacities across the breadth of government. To what extent have reforms been internalized and defended by governments? The authors also look specifically at the impact of public sector reforms on these economies and pose the question whether 'ownership can be attained when countries continue to be heavily dependent on external support. The volume is presented in three parts. The first focuses on the issue of reform ownership; on the issues of governance, the political economy of reform ownership, and the contradictions inherent in using aid as an instrument for enhancing domestic reform ownership. Part two examines the nature of incentives in the African civil service and the reforms undertaken in recent years to raise public sector efficiency in Africa. The third part discusses issues related to institutional capabilities in Africa and how they have been affected by the reforms undertaken in the 1990s, including privatization and movement towards political pluralism.
The plunging of Kenya, until recently a centre of stability and growth in East Africa, into political and economic uncertainty following the general election of December 2007 is regarded as a major cause for global and African concern. It is widely accepted that the elections were deeply flawed, and that there was electoral malfeasance by all the major players. President Kibaki's rapid declaration of victory in the face of a heavily disputed election and his determination to hold on to the levers of state power precipitated a deadly crisis, communal violence and economic decline. A power-sharing deal between Kibaki and Opposition leader, Raila Odinga signed in February seems to be holding, but Kenya ranks among the worlds’ growing number of democracies at-risk. This book takes a new look at the 2007 election, the post-election crisis, the underlying interaction of ethnicity, class and political power; forced displacement, the role of international forces; and the country’s power-sharing arrangement. The study will draw upon the expertise of a variety of leading experts on Kenya, and will be edited by Peter Kagwanja and Roger Southall. The overall project was based on a workshop in Nairobi on 6-7 December 2008. This book was published as a special issue of the Journal of Contemporary African Studies.
Since independence from Great Britain in 1963, Kenya has survived five decades as a functioning nation-state, holding regular elections; its borders and political system intact and avoiding open war with its neighbours and military rule internally. It has been a favoured site for Western aid, trade, investment and tourism and has remained a close security partner for Western governments. However, Kenya's successive governments have failed to achieve adequate living conditions for most of its citizens; violence, corruption and tribalism have been ever-present, and its politics have failed to transcend its history. The decisions of the early years of independence and the acts of its leaders in the decades since have changed the country's path in unpredictable ways, but key themes of conflicts remain: over land, money, power, economic policy, national autonomy and the distribution of resources between classes and communities.While the country's political institutions have remained stable, the nation has changed, its population increasing nearly five-fold in five decades. But the economic and political elite's struggle for state resources and the exploitation of ethnicity for political purposes still threaten the country's existence. Today, Kenyans are arguing over many of the issues that divided them 50 years ago. The new constitution promulgated in 2010 provides an opportunity for national renewal, but it must confront a heavy legacy of history. This book reveals that history.
