A detailed academic treatise of the history of nationality in Tatarstan. The book demonstrates how state collapse and national revival influenced the divergence of worldviews among ex-Soviet people in Tatarstan, where a political movement for sovereignty (1986-2000) had significant social effects, most saliently, by increasing the domains where people speak the Tatar language and circulating ideas associated with Tatar culture. Also addresses the question of how Russian Muslims experience quotidian life in the post-Soviet period. The only book-length ethnography in English on Tatars, Russia’s second most populous nation, and also the largest Muslim community in the Federation, offers a major contribution to our understanding of how and why nations form and how and why they matter – and the limits of their influence, in the Tatar case.

Kazan (meaning 'cooking pot' in Tatar) is the Istanbul of the Volga, a place where Europe and Asia curiously inspect each other from the tops of church belfries and minarets. It is about 150 years older than Moscow and the capital of the Tatarstan Republic (Республика Татарстан) the land of the Volga Tatars, a Turkic people commonly associated with Chinggis (Genghis) Khaan's hordes. Tatar autonomy is strong here and is not just about bilingual street signs. Moscow has pumped vast sums into the republic to persuade it to remain a loyal part of Russia. It also ensures that Tatarstan benefits greatly from the vast oil reserves in this booming republic. Although Tatar nationalism is strong, it is not radical, and the local version of Sunni Islam is very moderate. Slavic Russians make up about half of the population, and this cultural conflux of Slavic and Tatar cultures makes Kazan an all-the-more-interesting city. In 1552, Muscovite Russia conquered the city of Kazan on the Volga River. It was the first Orthodox Christian victory against Islam since the fall of Constantinople, a turning point that, over the next four years, would complete Moscow’s control over the river. This conquest provided a direct trade route with the Middle East and would transform Muscovy into a global power. As Matthew Romaniello shows, however, learning to manage the conquered lands and peoples would take decades. Russia did not succeed in empire-building because of its strength, leadership, or even the weakness of its neighbors, Romaniello contends; it succeeded by managing its failures. Faced with the difficulty of assimilating culturally and religiously alien peoples across thousands of miles, the Russian state was forced to compromise in ways that, for a time, permitted local elites of diverse backgrounds to share in governance and to preserve a measure of autonomy. Conscious manipulation of political and religious language proved more vital than sheer military might. For early modern Russia, empire was still elusive—an aspiration to political, economic, and military control challenged by continuing resistance, mismanagement, and tenuous influence over vast expanses of territory.
