Briefly stated the Kansas Water Quality Management Plan identifies water pollution problems, sets priorities, sets water quality goals, sets abatement schedules, and evaluates progress toward achievement of goals. The recently completed Point Source Water Quality Management Plans comprise the first phase of the Kansas Water Quality Management Plan. The planning conducted under Section 208 will result in the second phase of the Kansas Water Quality Management Plan. The overall goal of the Kansas Water Quality Management Plan is to provide the mechanisms and structures necessary to restore and maintain the chemical, physical, and biological integrity of Kansas waters. To accomplish this goal the second phase planning effort will address pollution abatement programs which will provide for the protection and propagation of fish and wildlife and provide for, where attainable, recreation in and on the water by July 1, 1983. The planning effort will also consider, where feasible, the elimination of the discharge of pollutants to the State's waters.
