The Journal of GMS Development Studies is a multidisciplinary peer-reviewed publication that seeks to promote a better understanding of a broad range of development issues of the Greater Mekong Subregion (GMS). This journal is published by the Asian Development Bank (ADB) under the framework of the Phnom Penh Plan for Development Management (PPP), a region-wide capacity building program that supports knowledge products and services. It is directed at GMS planners, policy makers, academics, and researchers who, in their unique capacities, continue to search for solutions to the many complex challenges of the subregion. By disseminating knowledge about the GMS, the Journal hopes to stimulate further thinking and debate on GMS issues, thus contributing to informed policy choices, responsive advocacy, and meticulous scholarship.
Since the dawn of the industrial revolution, and the ushering in of an era of global economic relations, the United States and Europe have been the core poles of economic power. However, China along with India are increasingly challenging the traditional economic hegemony. An issue of great importance is how this shift in the global economic balance of power will affect developing economies and the transition economies of the Greater Mekong Subregion (GMS), which are located in China's backyard and deeply integrated into its economy through regional supply chains. This volume examines the relationship between transition economies and the rise of China through presenting empirical case studies from the GMS. In doing so, it offers insights into the effect of China on developing countries in general, and offers practical policy directions for the place-specific economies of the GMS.
The large market size and abundant resources of the Greater Mekong Subregion (GMS), including a large, motivated and cheap workforce, a rich agricultural base, extensive timber and fisheries resources, considerable potential mineral resources, and vast energy resources have seen the subregion increasingly recognized as a new frontier of Southeast Asian economic strength. This book aims to assess the recent economic, social and political developments in the GMS and identify emerging opportunities and challenges facing the successful transition towards a market-driven economy. The countries of the GMS are at a critical juncture where subregional efforts and cooperation must be made to fully address the rapidly evolving issues that are vital to appropriate policy formation, yet which remain widely debatable. The deliberations here shed light on the development stages and offer policy recommendations for pushing forward subregional cooperation.
The Mekong River is a vital and valuable resource, with huge development potential for the six states through which it flows. Given the significant asymmetry of power between those states, however, there is a real risk that some might utilise it to the detriment of others. Without a sense of regional belonging, it is difficult to imagine that these states and their constituent communities will take regional imperatives to heart, participate in joint regulatory frameworks, or adopt behaviours for upstream-downstream and lateral cooperation over the appropriation and use of their shared resources. How effectively has closer interdependence of the Mekong countries accommodated the development of a political-social-cultural space conducive to the growth of a regional "we-ness" among not only political elites, but also the general public? The contributors to this volume approach this question from a range of directions, including the impacts of tourism, regional development programmes, the Mekong Power Grid, and Sino-US rivalry. This volume offers to compare and explain variances of regionalism in Asia by disclosing the distinctive features of regional arrangements and how they evolved during the 1990s and 2000s against the background of a changing global environment. Moreover, it takes up a genuinely ‘inter-Asian’ perspective. By analysing and comparing diverse manifestations of regional integration agreements across Asia and its different sub-regions, it sets out to track their common characteristics and sub-regional facets with respect to their establishment, design and consequences. This book investigates the patterns of conflict management in contemporary Southeast Asia. The region has long been characterized by the twin process of state-formation and nation-building, which has been responsible for most of the region’s intrastate and interstate conflicts. While this process is still ongoing, regional conflicts and their management are increasingly affected by globalisation, which not only serves as a new source of, or exacerbating factor to, conflict, but also makes new instruments available for conflict management. Employing the concepts of incompatibility management and mediation regime, the book analyses the management of seven conflicts in the region: the Rohingya crisis and the Kachin conflict in Myanmar, the Khmer Krom conflict in Vietnam, the West Papua conflict in Indonesia, the political conflict in Thailand, the Mekong River conflicts involving five Southeast Asian countries and China and the transboundary haze problem emanating from Indonesia. The efforts to manage each of them are imagined as constituting a mediation regime, and its effectiveness is assessed in terms of good governance. Among the findings of the book is that the measures of manoeuvring around incompatibilities are employed predominantly in managing regional conflicts. In intrastate conflicts, which mostly involve ethnic minorities, the authorities first aim to eliminate, or impose its own position on, ethnic parties. When this strategy proves unsuccessful, they have no choice but manoeuvre around incompatibilities, which may eventually open up a space for mutual learning. In interstate conflicts, the manoeuvring around strategy works in a more straightforward manner, contributing to regional stability. However, the stability is achieved at the cost of local communities and the natural environment, which absorb the incompatibilities in conflict.
There is much controversy over the development of new dams for hydropower, where concerns for environmental protection and the livelihoods of local people may conflict with the goals of economic development. This book analyses the opportunities and barriers that NGOs and civil society actors face when conducting advocacy campaigns against such developments. Through a comparison of two NGO coalitions in Cambodia and Vietnam advocating against the Xayaburi hydropower dam on the Mekong River, the book explores the intricate interactions of formal and informal rules and norms and how they influence advocacy strategies. A framework for analysis is proposed which serves as a tool for analysis by civil society actors. The author generates fresh insights into the way in which opportunities and barriers are created for NGOs to influence state-centric decision-making processes. The book also discusses Mekong riparian states’ negotiation process over the Xayaburi hydropower dam in detail, providing an analysis of the Mekong River’s governance under the 1995 Mekong Agreement. The book concludes by suggesting ways to improve the engagement of civil society actors in the governance of transboundary rivers and development projects.
The world’s key resources of energy, food and water, which are closely connected and interdependent on each other, are coming under increasing pressure, as a result of increasing population, development and climate change. In the case of China, following its recent economic surge, energy, food and water are already nearing the point of shortage. This book considers how China is working to avoid shortages of energy, food and water, and the effect this is having internationally. Subjects covered include domestic policy debates on China’s resource strategies, challenges for managing transboundary waters related to China, responses from various regions and countries to China’s ‘Go Out’ strategy, and China’s increasing energy links with Russia and declining agricultural trade with the United States. The book concludes by discussing in comparative perspective China’s outward resource acquisition activities and the consequent policy implications.
