Most existing scholarship on Japan’s cultural policy toward modern China reflects the paradigm of cultural imperialism. In contrast, this study demonstrates that Japan—while motivated by pragmatic interests, international cultural rivalries, ethnocentrism, moralism, and idealism—was mindful of Chinese opinion and sought the cooperation of the Chinese government. Japanese policy stressed cultural communication and inclusiveness rather than cultural domination and exclusiveness and was part of Japan’s search for an East Asian cultural order led by Japan. China, however, was not a passive recipient and actively sought to redirect this policy to serve its national interests and aspirations. The author argues that it is time to move away from the framework of cultural imperialism toward one that recognizes the importance of cultural autonomy, internationalism, and transculturation.
This book provides an overall picture of East Asian international politics during the early interwar period and examines the various foreign policy trends of the major powers involved, including Japan, China, Britain, the United States, and the Soviet Union. Based on extensive original research, it posits that East Asia experienced four waves of international change during the interwar period: the transition to the post-World War I international order; the appearance of Nationalist China and the Soviet Union as actors in East Asian international politics; the Japanese invasion of Manchuria; and Japanese implementation of the North China Buffer State Strategy. It considers the new challenges brought about by each of these waves, how the powers – particularly Japan, Britain, and the United States – were able to meet these challenges by working together, and how this became more difficult as time went on. It argues that the Washington System – the international order established at the 1921–1922 Washington Naval Conference – was not a break with the past, as is frequently argued, on account of new forms of foreign policy, including the ideological approaches of the United States and the Soviet Union, but that rather spheres of influence diplomacy continued as before. In addition, in discussing Japanese foreign policy, the book provides a comprehensive picture of the diversity of views towards China among Japanese actors and the ways these shifted over time. This volume explores four key themes emanating from Okakura Tenshin’s philosophy and legacy: Okakura Tenshin and the Ideal of Pan-Asianism; Other Forms of Pan-Asianism (especially Islam and China); Art and Asia, and Ways of Defining Asia (up to the present day). Okakura Tenshin (1862-1913), art historian and ideologue driven by a notion of Asia bound by culture, is a significant figure in Japan’s modern intellectual history. His writings in both Japanese and English became part of a growing discourse that positioned Japan as the guardian and protector of Asia against the depredations, cultural as much as economic and political, of the West. At the outbreak of the Pacific War, the first line of Okakura’s 1903 book (‘Asia is One’), The Ideals of the East, was celebrated posthumously by the Japanese military as the most powerful expression of Japan’s goal of political ascendancy in Asia.
"This book is the definitive study of imperial Chinese local gazetteers, one of the most important sources for premodern Chinese studies. Methodologically innovative, it represents a major contribution to the history of books, publishing, reading, and society. By examining how gazetteers were read, Joseph R. Dennis illustrates their significance in local societies and national discourses. His analysis of how gazetteers were initiated and produced reconceptualizes the geography of imperial Chinese publishing. Whereas previous studies argued that publishing, and thus cultural and intellectual power, were concentrated in the southeast, Dennis shows that publishing and book ownership were widely dispersed throughout China and books were found even in isolated locales. Adding a dynamic element to our earlier understanding of the publishing industry, Dennis tracks the movements of manuscripts to printers and print labor to production sites. By reconstructing printer business zones, he demonstrates that publishers operated across long distances in trans-regional markets. He also creates the first substantial data set on publishing costs in early modern China—a foundational breakthrough in understanding the world of Chinese books. Dennis’s work reveals areas for future research on newly-identified regional publishing centers and the economics of book production."
"Over the centuries, early Chinese classical poetry became embedded in a chronological account with great cultural resonance and came to be transmitted in versions accepted as authoritative. But modern scholarship has questioned components of the account and cast doubt on the accuracy of received texts. The result has destabilized the study of early Chinese poetry. This study adopts a double approach to the poetry composed between the end of the first century B.C.E. and the third century C.E. First, it examines extant material from this period synchronically, as if it were not historically arranged, with some poems attached to authors and some not. By setting aside putative differences of author and genre, Stephen Owen argues, we can see that this was “one poetry,” created from a shared poetic repertoire and compositional practices. Second, it considers how the scholars of the late fifth and early sixth centuries selected this material and reshaped it to produce the standard account of classical poetry. As Owen shows, early poetry comes to us through reproduction—reproduction by those who knew the poem and transmitted it, by musicians who performed it, and by scribes and anthologists—all of whom changed texts to suit their needs."
" In the mid-1950s, as part of Tokyo’s goal of reinstating Japan as a full member of the international community, Japan sought and gained admittance to the United Nations. Since then, it has been a proactive member and a generous financial contributor to the organization. This study focuses on postwar Japan’s foreign policy making in the political and security areas, the core UN missions. It analyzes these two policy arenas from three perspectives--international political structure, domestic political organization, and the psychology of policymakers. The intent is to illustrate how policy goals forged by national security concerns, domestic politics, and psychological needs gave shape to Japan’s complicated and sometimes incongruous policy toward the UN since World War II. In contrast to the usual emphasis on the role of the foreign-policy bureaucracy, however, the author argues that we must view the bureaucracy as functioning within a larger framework of party politics and interactions among government agencies, political parties, and other actors associated with these parties. The last part of the book addresses the psychological aspect of Japan’s UN policymaking in an effort to elucidate the role of national prestige in generating Japanese policy toward the UN. "
This cutting edge collection considers how the Japanese language functions as a key element of Japanese soft power in Asia. Within Japanese culture itself, the promotion of language has been an area of ambivalence. This interdisciplinary book looks across the fields of language policy, language teaching, socio-linguistics, cultural studies and history to identify the links between Japan’s language policies and broader social, economic and political processes. It examines the challenges that undermine Japan’s potential soft power by identifying a gap between the “official Japan” portrayed by the Japanese government and the “cultural Japan” that foreigners perceive. It also reveals historical continuity in the way Japanese language is perceived and promoted by policy makers and how the current practices of Japanese language teaching in Asian countries have been shaped within the framework of “international exchange”, which has been a key concept in Japanese foreign policies since the 1970s. In Search of Admiration and Respect examines the institutionalization of Chinese cultural diplomacy in the period between high imperialism and the international ascendance of the People's Republic of China. During these years, Chinese intellectuals and officials tried to promote the idea of China's cultural refinement in an effort to combat negative perceptions of the nation. Yanqiu Zheng argues that, unlike similar projects by more established powers, Chinese cultural diplomacy in this era was not carried out solely by a functional government agency; rather, limited resources forced an uneasy collaboration between the New York-based China Institute and the Chinese Nationalist government. In Search of Admiration and Respect uses the Chinese case to underscore what Zheng calls "infrastructure of persuasion," in which American philanthropy, museums, exhibitions, and show business had disproportionate power in setting the agenda of unequal intercultural encounters. This volume also provides historical insights into China's ongoing quest for international recognition. Drawing upon diverse archival sources, Zheng expands the contours of cultural diplomacy beyond established powers and sheds light on the limited agency of peripheral nations in their self-representation.

"Money and finance have been among the most potent tools of colonial power. This study investigates the Japanese experiment with financial imperialism—or “yen diplomacy”—at several key moments between the acquisition of Taiwan in 1895 and the outbreak of the Sino-Japanese War in 1937. Through authoritarian monetary reforms and lending schemes, government officials and financial middlemen served as “money doctors” who steered capital and expertise to Japanese official and semi-official colonies in Taiwan, Korea, China, and Manchuria. Michael Schiltz points to the paradox of acute capital shortages within the Japan’s domestic economy and aggressive capital exports to its colonial possessions as the inevitable but ultimately disastrous outcome of the Japanese government’s goal to exercise macroeconomic control over greater East Asia and establish a self-sufficient “yen bloc.” Through their efforts to implement their policies and contribute to the expansion of the Japanese empire, the “money doctors” brought to the colonies a series of banking institutions and a corollary capitalist ethos, which would all have a formidable impact on the development of the receiving countries, eventually affecting their geopolitical position in the postcolonial world."
