This book deals with the important subject of governance and development. Even more significantly, the book has the merits of critically evaluating the concept of good governance in an African context, identifying the internal factors that impinge on good governance and development, and proposing solutions. It provides empirical evidence on the extent to which inappropriate governing strategies are the main internal obstacle to development in Cameroon. The authors discuss factors contributing to precarious and problematic governance from multidisciplinary perspectives, and demonstrate the extent to which such inadequacies impede positive social change. To promote effective development, the authors argue for the implementation of a good governance strategy that comprises, inter alia: adopting appropriate development strategies; decentralizing administration to make for popular participation and ensure accountability; taking the necessary steps to fight corruption; and ensuring the enforcement of property and cultural rights.
The administrative sciences have been dominated by a turn to managerial perspectives in the late 20th and early 21st centuries, and in the spirit of this turn, 'New Public Management' (or NPM) promises to produce efficient, responsible and client-oriented public services. The reforms carried out in the pursuit of New Public Management are often accompanied by great optimism and rapid, enthusiastic steps toward implementation. Even in highly developed industrial countries, however, these fundamental reforms often overlook the political and cultural contexts of the implementing country. New Public Management in Africa: Emerging Issues and Lessons provides much-needed theoretical foundations for NPM reforms in the African context and reflects on the success of existing reforms in the development of several African states. The individual contributions in this timely volume provide important analyses of academic discourse, practical policy, achievements, and desiderata. The book as a whole, however, provides a valuable impetus for public administration research in and on African states, sharing findings on the results of reforms to date and adjustments required for these reforms to succeed. For public administration researchers outside of Africa, this book offers a review of New Public Management case studies that are unavailable or difficult to find elsewhere, contributing much to the exchange between African and Western administration science research, and demonstrating that African administrative research is well-prepared to help resolve global challenges.
This book is based on material collected by missionaries at Kasenga Mission in Zambia. Edwin Smith began in 1901 to note each new Ila word, together with illustrative sentences dictated by his Ila informants. Later missionaries continued this practice, so that in 1959 the author found a mass of over 12,000 items already collected. As the largest body of Ila ever assembled, the dictionary offers much of interest in several fields. The language has a consistent agglutinative structure of great sophistication, logical as Latin, flexible as Greek. The speakers reveal not merely the preoccupations of daily existence in Ila villages a century ago, but an outlook both sensitive and wryly humourous. Feared in battle, fearful of spirits, revering God; hunters of lion and buffalo, polygamous, romantic, ribald in men's company, but highly proper in women's, tender towards children, with a high regard for the arts of hospitality, conversation, and love, the Baila spring with verve from these pages. Appendices list nearly 2,000 synonyms, 276 proverbs, l64 metaphors, 216 customs, 400 trees with their medicinal uses, 290 plants, 150 birds, and grammatical tables.
Law is considered by lawyers and sociologists to be at the very center of social integration in Western societies, whereas social anthropological discourses regard law as marginal in non-Western societies. Empirical studies of multi-sited legal frameworks in many post-colonial political settings demonstrate the difficulties to achieve any predictable mode of governance, much less "good governance." This book challenges both the marginalization of legal arrangements and discourses in social anthropology, as well as the marginalization of legal anthropology within social anthropology. It combines the related fields of Political and Legal Anthropology in order to contribute towards a meaningful (re)integration of the anthropology of law into the mainstream of social anthropology. The Ugandan economy was once solidly based on the export of cash crops such as coffee and cotton. The economic crisis and the civil war in the 1970s and 1980s however profoundly changed the agricultural economy, and marketing of traditional cash crops was replaced by marketing of commercialized food crops. "Money is the true friend" deals with the emergence of de-regulated food markets for maize in Eastern Uganda. The focus is not marketing as such, but rather a new social and economic field for local traders demarcated by the involvement in three maize markets: the relief market, the Kenyan market and the domestic market. The central problem illuminated in the book is the relationship between the liberalization of food marketing and the development of a new social and cultural practice - a morality - for trading which is both shaped by and shapes the marketing opportunities for the participating traders.
This collection brings together a range of case studies by both established and early career scholars to consider the nexus between business and development in post-colonial Africa. A number of contributors examine the involvement of European companies (most notably those of former colonial powers) in development in various African states at the end of empire and in the early post-colonial era. They explore how businesses were not just challenged by the new international landscape but benefited from the opportunities it offered, particularly those provided by development aid. Other contributors focus on the development agencies of the departing colonial powers to consider how far these served to promote the interests of European companies. Together these case studies constitute an important contribution to our understanding of both business and development in post-colonial Africa, redressing an imbalance in existing histories of both business and development which focus predominantly on the colonial period.
