This book assesses Italian budgetary policy over the last thirty years. Covering more than three decades of political change and national transformation, it considers the institutional and external factors that have shaped long-term budgetary changes. The book analyses the levels of expenditure allocation across varying budget categories, and compares the budget bill and budget law in order to shed new light on the specific dynamics that have influenced budgetary decision-making processes. Overall, the book provides important conclusions on the role of the budget as a governmental policy instrument, the consequences of multilevel governance over national budgetary policy, and the impact of national and international crises on budgetary changes. With Italy being one of the most important parliamentary democracies in Europe and a key actor within the European Union, these conclusions have important repercussions for other European parliamentary democracies. The book will appeal to scholars and students of European public policy, public administration and economic governance.
The paper provides evidence that fiscal rules can limit the political budget cycle. It focuses on the application of the Italian fiscal rule at the sub-national level over the period 2004-2006 and shows that: 1) municipalities are subject to political budget cycles in capital spending; 2) the Italian subnational fiscal rule introduced in 1999 has been enforced by the central government; 3) municipalities subject to the fiscal rule show more limited political budget cycles than municipalities not subject to the rule. In order to identify the effect, we rely on the fact that the domestic fiscal rule does not apply to municipalities below 5,000 inhabitants. We find that the political budget cycle increases real capital spending by about 35 percent on average in the years prior to municipal elections and that the sub-national fiscal rule reduces these figures by about two thirds.
What are public health services? Countries across Europe understand what they are or what they should include differently. This study describes the experiences of nine countries detailing the ways they have opted to organize and finance public health services and train and employ their public health workforce. It covers England France Germany Italy the Netherlands Slovenia Sweden Poland and the Republic of Moldova and aims to give insights into current practice that will support decision-makers in their efforts to strengthen public health capacities and services. Each country chapter captures the historical background of public health services and the context in which they operate; sets out the main organizational structures; assesses the sources of public health financing and how it is allocated; explains the training and employment of the public health workforce; and analyses existing frameworks for quality and performance assessment. The study reveals a wide range of experience and variation across Europe and clearly illustrates two fundamentally different approaches to public health services: integration with curative health services (as in Slovenia or Sweden) or organization and provision through a separate parallel structure (Republic of Moldova). The case studies explore the context that explain this divergence and its implications. This study is the result of close collaboration between the European Observatory on Health Systems and Policies and the WHO Regional Office for Europe Division of Health Systems and Public Health. In today’s climate, academics, professional community and policy makers all have input in critical gender issues, as well as in the entrepreneurship and human capital issues. Various gender issues are published involving many scientific fields, including business, management and accounting research. Presenting the topic of gender issues, entrepreneurship and human capital, this book collects the main output of the researches presented at the Annual Workshop of IPAZIA 2019 of Rome in Italy. The authors provide a renewed and fruitful analysis of these topics, with the purpose of advancing the gender theories in the international context.
This book analyses the participatory budgeting practice as it has evolved in evaluated countries, focusing on what is substantially at stake concerning the budget and issues involved, the actual participation, the way such processes are organised and administered, and the outcomes of such processes. It concludes that participatory budgeting in selected European countries is far away from the level of ‘best practice’, but that all experiences are not just trivial pursuits. The information collected serves to check, to what extent participatory budgeting as practiced in the countries involved presents a real attempt to change municipal budgets towards addressing the needs of marginalized groups and to improve decision-making based on local democracy and participation, or whether these processes as such are to be judged to be more important than any output and outcomes. The practices can neither be seen as a process of policy diffusion nor as a process of policy mimesis. The terminology of participatory budgeting remains, but the tools to achieve the goals resulted only in marginal changes in the status quo in municipalities in European countries practicing participatory budgeting, instead of resulting in radical changes to increase spending in favor of marginalized groups. In the Trente Glorieuses era of economic prosperity that followed World War II, Italy grew into one of Europe's--and, indeed, the world's--largest economies. While the more tumultuous decades since have resulted in the rise of the Italian welfare state, Italy remains a globally important economic player and important social policy indicator, but as of yet it has received little academic research attention. This is the first English-language book to explore the evolution of the Italian welfare state, with a particular emphasis on how it has changed since the 2008 economic crisis. Traditionally, economics training in public finances has focused more on tax than public expenditure issues, and within expenditure, more on policy considerations than the more mundane matters of public expenditure management. For many years, the IMF's Public Expenditure Management Division has answered specific questions raised by fiscal economists on such missions. Based on this experience, these guidelines arose from the need to provide a general overview of the principles and practices observed in three key aspects of public expenditure management: budget preparation, budget execution, and cash planning. For each aspect of public expenditure management, the guidelines identify separately the differing practices in four groups of countries - the francophone systems, the Commonwealth systems, Latin America, and those in the transition economies. In many countries, public expenditure, including transfers, plays a major role in reducing income inequality. The report reviews the various ways that budgeting can be used to this end. A first includes taking a broad approach to results-based budgeting, taking social and distributional goals into consideration. A second relies on integrating distributional impact analysis directly into the budget process. The report discusses the concrete experience of eight OECD countries in this area, analysing how they are integrating distributional impact assessment in spending and budgeting decisions. Finally, it discusses the tools, frameworks and data that are needed to take distributional considerations into account as part of evidence-informed policy making.
