For 35 years (1971 to 2006), Arnold was an auditor with the U.S. Department of the Interior. His office audited the revenues, expenditures, and operations of the government of the U.S. Virgin Islands. From 1997 to 2001, Arnold also supervised Interior's audit office on the island of Guam. That office audited the finances of the Pacific islands that receive Federal grants.
