Much hope has been vested in pricing as a means of helping to regulate and rationalize water management, notably in the irrigation sector. The pricing of water has often been applied universally, using general and ideological policies, and not considering regional environmental and economic differences. Almost 15 years after the emphasis laid at the Dublin and Rio conferences on treating water as an economic good, a comprehensive review of how such policies have helped manage water resources an irrigation use is necessary. The case-studies presented here offer a reassessment of current policies by evaluating their objectives and constraints and often demonstrating their failure by not considering the regional context. They will therefore contribute to avoiding costly and misplaced reforms and help design water policies that are based on a deeper understanding of the factors which eventually dictate their effectiveness.

In December 2002, a group of specialists on water resources from the United States and Iran met in Tunis, Tunisia, for an interacademy workshop on water resources management, conservation, and recycling. This was the fourth interacademy workshop on a variety of topics held in 2002, the first year of such workshops. Tunis was selected as the location for the workshop because the Tunisian experience in addressing water conservation issues was of interest to the participants from both the United States and Iran. This report includes the agenda for the workshop, all of the papers that were presented, and the list of site visits.
This report documents current irrigation and water policies in the Mekong countries. It successively reviews planning issues, water policies and legal frameworks, the setting up of water policy "apex bodies," participatory policies, and IWRM/river basin management.
Common pool land and water resources in India play vital, but often overlooked, roles in livelihoods and ecosystem services. These resources are subject to the authority of various government departments and are often managed in ways that result in uncertain tenure for the people who depend on these resources for fodder, fuel, water, and other products. An Indian NGO, the Foundation for Ecological Security (FES), has developed a process for “commoning”—assisting communities to secure the commons by forming inclusive local institutions to manage the resources, and to work with different government departments to gain stronger rights to the commons. This paper applies polycentricity theory to examine the institutional arrangements that govern the commons in FES sites in Andhra Pradesh and Karnataka states and assesses relationships that may affect commons management. It draws on key informant interviews and village-level social network mapping exercises (Net-mapping) to show the complex flows of resources, information, and influence related to the commons among habitation-level organizations, local government, resource agencies, the rural employment guarantee program (MGNREGA), and NGOs. This paper discusses the potential of this methodology as a diagnostic tool to help understand community perceptions of the role of various stakeholders in overall governance of the commons, and can provide guidance for interventions to help communities to strengthen their tenure on the commons and management of those resources.

This book addresses the issue of how a country, which was incorporated into the world economy as a periphery, could make a transition to the emerging state, capable of undertaking the task of economic development and industrialization. It offers historical and contemporary case studies of transition, as well as the international background under which such a transition was successfully made (or delayed), by combining the approaches of economic history and development economics. Its aim is to identify relevant historical contexts, that is, the ‘initial conditions’ and internal and external forces which governed the transition. It also aims to understand what current low-income developing countries require for their transition. Three economic driving forces for the transition are identified. They are: (1) labor-intensive industrialization, which offers ample employment opportunities for labor force; (2) international trade, which facilitates efficient international division of labor; and (3) agricultural development, which improves food security by increasing supply of staple foods. The book presents a bold account of each driver for the transition.
Nepal has a long history of irrigation, including government and farmer-managed irrigation systems that are labor- and skill-intensive. Widespread male migration has important effects on Nepalese society. How institutions such as Water Users’ Associations (WUAs) respond and adapt, is therefore critical to the understanding of rural transformation and the likely impact on gender equality, food production, and rural livelihoods. This paper examines the effects of male migration on institutional change in WUAs, women’s roles, technological change, and outcomes affecting effectiveness of irrigation systems based on a mixed methods study, combining a phone survey of 336 WUA leaders from all provinces in Nepal with qualitative data from case studies in 10 irrigation systems. Results indicate WUAs have adapted rules to increase women’s participation and monetize the contributions for maintenance. Women exercise agency in whether and how to interact with WUAs. Mechanization has reduced the need for some male labor, though the ability to mechanize is limited by hilly terrain and small plot sizes. Overall, systems are adapting to male migration, with relatively low idling of land or labor shortages causing deterioration of the systems, though there are concerns with the high levels of women’s labor burdens.
