This book explores emotional-affective implications of partnership and rivalry in Turkey-Iran relations. The main proposition of this research underlines the theoretical need to reconnect psycho-social conceptualizations of “emotionality,” “affectivity,” “normativity,” and “relationality.” By combining key theoretical findings, the book offers a holistic conceptual framework to better analyze emotional-affective configuration of relational rules and roles in trans-governmental neighborhood interactions. The empirical chapters look at four consecutive periods extending from the end of First World War (November 1918) to the resuscitation of US sanctions against Iran (November 2018). In each episode, global-regional contours and dyadic dynamics of Ankara-Tehran relationship are examined critically. The century-long history of emotional entanglements and affective arrangements exposes complex patterning of “feeling rules.” Two countervailing constellations still reign over relational narratives. While the 1514 Çaldıran war myth reproduces sectarian resentment and confrontational climate, the 1639 Kasr-ı Şirin peace story reconstructs secular sympathy and collaborative atmosphere in Turkish-Iranian affairs.

Turkish-Iranian cooperation has visibly intensified in recent years, thanks in part to Turkish energy needs and Iran's vast oil and natural gas resources. However, Turkey and Iran tend to be rivals rather than close partners. While they may share certain economic and security interests, especially regarding the Kurdish issue, their interests are at odds in many areas across the Middle East. Turkey's support for the opposition in Syria, Iran's only true state ally in the Middle East, is one example. Iraq has also become a field of growing competition between Turkey and Iran. Iran's nuclear program has been a source of strain and divergence in U.S.-Turkish relations. However, the differences between the United States and Turkey regarding Iran's nuclear program are largely over tactics, not strategic goals. Turkey's main fear is that Iran's acquisition of nuclear arms could lead to a nuclear arms race in the Middle East. This, in turn, could increase pressure on the Turkish government to consider developing its own nuclear weapon capability. U.S. and Turkish interests have become more convergent since the onset of the Syrian crisis. However, while U.S. and Turkish interests in the Middle East closely overlap, they are not identical. Thus, the United States should not expect Turkey to follow its policy toward Iran unconditionally. Turkey has enforced United Nations sanctions against Iran but, given Ankara's close energy ties to Tehran, may be reluctant to undertake the harshest measures against Iran.
This book explores the diplomatic, security and energy relations of Turkey and Iran, analysing the impact of religious, political and social transformation on their bilateral relationship. It examines Turkey and Iran’s security relations with the wider Middle East - including the Kurdish-Turkish War, the Kurdish-Iranian War and the Kurdish-Arab War - and their impact on regional politics.
Ethnic and religious identity-markers compete with class and gender as principles shaping the organization and classification of everyday life. But how are an individual's identity-based conflicts transformed and redefined? Identity is a specific form of social capital, hence contexts where multiple identities obtain necessarily come with a hierarchy, with differences, and hence with a certain degree of hostility. The contributors to this book examine the rapid transformation of identity hierarchies affecting Iran, Pakistan and Turkey, a symptom of political fractures, social-economic transformation, and new regimes of subjectification. They focus on the state's role in organizing access to resources, with its institutions often being the main target of demands, rather than competing social groups. Such con- texts enable entrepreneurs of collective action to exploit identity differences, which in turn help them to expand the scale of their mobilization and to align local and national conflicts. The authors also examine how identity-based violence may be autonomous in certain contexts, and serve to prime collective action and transform the relations between communities.

In Turkey, Iran, Iraq, and Syria, central governments historically pursued mono-nationalist ideologies and repressed Kurdish identity. As evidenced by much unrest and a great many Kurdish revolts in all these states since the 1920s, however, the Kurds manifested strong resistance towards ethnic chauvinism. What sorts of authoritarian state policies have Turkey, Iraq, Iran and Syria relied on to contain the Kurds over the years? Can meaningful democratization and liberalization in any of these states occur without a fundamental change vis-à-vis their Kurdish minorities? To what extent does the Kurdish issue function as both a barrier and key to democratization in four of the most important states of the Middle East? While many commentators on the Middle East stress the importance of resolving the Arab-Israeli dispute for achieving 'peace in the Middle East,' this book asks whether or not the often overlooked Kurdish issue may constitute a more important fulcrum for change in the region, especially in light of the 'Arab Spring' and recent changes in Turkey, Iraq, Iran and Syria.
Moderation theory describes the process through which radical political actors develop commitments to electoral competition, political pluralism, human rights, and rule of law and come to prefer negotiation, reconciliation, and electoral politics over provocation, confrontation, and contentious action. Revisiting this theory through an examination of two of the most prominent moderate Islamic political forces in recent history, Muslim Reformers in Iran and Turkey analyzes the gains made and methods implemented by the Reform Front in the Islamic Republic of Iran and the Justice and Development Party in Turkey. Both of these groups represent Muslim reformers who came into continual conflict with unelected adversaries who attempted to block their reformist agendas. Based on extensive field research in both locales, Muslim Reformers in Iran and Turkey argues that behavioral moderation as practiced by these groups may actually inhibit democratic progress. Political scientist Güneş Murat Tezcür observes that the ability to implement conciliatory tactics, organize electoral parties, and make political compromises impeded democracy when pursued by the Reform Front and the Justice and Development Party. Challenging conventional wisdom, Tezcür's findings have broad implications for the dynamics of democratic progress.
