Adopting an interdisciplinary approach, this book empirically investigates the (im)mobility decisions, social network formation, sense of European identity and migratory aspirations of higher education students. It draws on a large-scale survey, in-depth interviews and focus groups, conducted in Austria, Belgium, Italy, Norway, Poland and the UK.
Traditionally viewed as a positive phenomenon, student mobility has recently come under critical scrutiny as a result of the financial crisis pushing European solidarity to its breaking point, and the fear of excessive EU incursion into the autonomy of Member States with respect to their higher education systems. In Balancing Student Mobility Rights and National Higher Education Autonomy in the European Union, Alexander Hoogenboom contributes to the ongoing and evolving debate from a legal perspective. The book offers recommendations with a view to reconcile the mobility rights of Union citizens for study purposes and the need to respect Member State autonomy in the organisation of their higher education systems. The argument made suggests rethinking established principles in EU free movement law while encouraging greater EU involvement in student funding opportunities.
In today’s global knowledge economy, competition for the best and brightest workers has intensified. Highly skilled workers are an asset to companies, knowledge institutions, cities, and regions as they contribute to knowledge creation, innovation, and economic growth and development. Skilled migrants cross, and many times straddle, international borders to pursue professional opportunities. These spatial relocations provide opportunities and challenges for migrants and the cities and regions they inhabit. How have international skilled migratory flows been formed, sustained, and transformed over multiple spaces and scales? How have these processes affected cities and regions? And how have multiple stakeholders responded to these processes? The contributors to this book bring together perspectives from economic, social, urban, and population geography in order to address these questions from a myriad of angles. Empirical case studies from different regions illuminate the multiscaled processes of international skilled migration. This collection explores student mobility and study abroad programmes across Europe, presenting original research on personal, linguistic, and intercultural development during study abroad experiences. Temporary migration is a human response to uncertain economic, ecological, political and socio-cultural environments. This book provides an important contribution to the literature on the rights, lived experiences and trajectories of temporary migrants. It focuses on the precarity of temporary migrants at different scales in urban settings, varying from the household, institution, and neighbourhood, to the city. Temporary migrants experience oscillations in precarity that vary with their categorization as skilled (professionals with valued skill sets, international students) or unskilled (domestic workers, labourers), their ambiguous legal status and the locales in which they reside and work. Individual chapters use case studies from around the world (USA, Canada, Ireland, Turkey, Singapore, China) to show how temporal and scalar precarity intersect and are mediated by national and local policies, civil society, as well as the personal and social attributes of migrants themselves such as gender, race, and country of origin. Although often overlooked due to their transitory status, the chapters demonstrate how temporary migrants are embedded in urban life and resist their categorization as disposable through individual and collective efforts.
