This book demonstrates what the discipline of economics has to offer as support for analyzing cooperation on management of trans-boundary water resources. It also considers what the discipline of economics has to acquire to become a more effective contributor to trans-boundary water resource management given political, legal, social, physical, scientific, and ecological realities. This book has its genesis in a symposium of the International Water and Resource Economics Consortium held at Annapolis, Maryland, April 13-16, 1997. The symposium was organized by the editors and the book contains papers presented at the symposium with subsequent revisions. The symposium brought together both economists and agency management personnel for the purpose of discussing not only how economic tools apply to trans-boundary water management, but also of identifying the obstacles to making such tools useful and informative to politicians and negotiators in public decision making roles. INTERNATIONAL VERSUS DOMESTIC TRANS-BOUNDARY PROBLEMS Trans-boundary water problems arise in many dimensions. The two most important types of problems emphasized in this book are international and domestic interstate or interregional problems. Cooperation on international problems is especially difficult because enforcement must be voluntary given the sovereignty of nations and the absence of an effective legal enforcement mechanism. Agreements must be sustainable and self-enforced if they are to have lasting benefits. Every negotiating country must be convinced it will receive benefits before it gives its consent to cooperation. Zimmerman places in perspective the important roles played by interstate compacts and interstate administrative agreements in the governance systems of the United States. Compacts are identified and classified by type. Particular emphasis is placed on federal government promotion of compacts, including the U.S. Congress enactment of federal-state compacts in which the federal government joins member states as partners to achieve stated goals. Formal and informal interstate administrative agreements have increased in number dramatically during the past six decades and relate to both minor and very important issues. Credit for many interstate administrative agreements must be ascribed to associations of state government officers which encourage their members to promote interstate cooperation and also draft model state laws and administrative agreements. Although compacts and agreements have lubricated the functioning of the United States governmental system, as Zimmerman makes clear, the full potential of compacts and agreements has not been achieved to date, and he makes recommendations to improve the level of interstate cooperation. This book (the research outcome of the EU-INCO FP6 research project Jayhun: Interstate Water Resource Risk Management: Towards a Sustainable Future for the AralBasin) focuses on and discusses the results of research done on the risk assessment levels associated with relevant regional variables in the Aral Basin and develops a strategy for an improved management of the region’s water resources. The book provides current and reliable information on the rate of glacial retreat in Central Asian and the implications for future water resources in the region. The impact of global changes on annual precipitation is assessed. The rates of reservoir siltation are established by hydrographic surveys, and analyses of wastage and effectiveness of water usage in the large irrigation massifs are conducted. Water resources models are used to analyse existing and newly generated data. These are calibrated with existing data and subsequently used for simulating various possible future scenarios. The book thereby provides a risk analysis for water resources management in the Aral Basin and identifies sustainable options for improved management of the region’s water resources.
