The International Standard Industrial Classification of All Economic Activities (ISIC) Revision 4 has been approved by the United Nations Statistical Commission as an international statistical standard. For the successful implementation of the revised classification of economic activities, a substantial amount of work has to be carried out to adapt business registers, business surveys, certain household surveys and general statistical programs including the national accounts. The national statistical offices will therefore face several major challenges in carrying out and coordinating this work. This manual provides national statistical offices (and other entities that are tasked with implementing the new classification) with general advice and specific recommendations, methodologies, common practices, check lists and similar tools that can be used during the complex project of implementing ISIC Rev. 4.

Wide use has been made of ISIC both nationally and internationally in classifying data according to kind of economic activity in the fields of economic statistics, population, production, employment, national income and others. A number of countries have utilized ISIC as the basis for developing their national industrial classification. A substantial comparability has been attained by ensuring that categories of detailed levels of national classifications fitted into only one category of ISIC. Unlike previous revisions, this third revision of ISIC required harmonization with other activity classifications and with classifications of goods and services. Although the general structure of the classification was not changed significantly, a greater level of detail was introduced especially in the part dealing with service activities
The publication provides recommendations on the concepts, definitions, classifications, data sources, data compilation methods, approaches to data quality assessment, metadata and dissemination policies applicable in distributive trade statistics. The recommendations also cover some specific topics that have been identified as requiring additional guidance such as the treatment of informal sector units, compilation of indices of distributive trade and seasonal adjustment. The information is consistent with those issued in other fields of economic statistics and has been harmonized with the System of National Accounts 2008 (2008 SNA).
