This is the first book to present the law of the Baltic States in one comprehensive and coherent volume in English. The Baltic States region, which was incorporated by the Soviet Union for 50 years and now is the only such territory in the EU, continues to be characterized by a number of unique traits, problems and developmental trends. This book addresses these facets of law – the status quo, problems and trends – by adopting a comparative perspective structure for all three Baltic States (divided into three main parts – Estonia, Latvia and Lithuania). Each of these parts examines similar core aspects: General Frameworks, Public Law, and Private Law. Taking into account the peculiarities of each country, the individual chapters provide analyses of principles, problems and developments in specific legal branches. The authors of the book are recognized academics and professionals in the field of law. Since the end of the Cold War the relationship between the internal constitution of a state and its international behaviour has been a subject of much scholarly interest. Assuming that this connection matters the author analyses the transformation from the USSR to the Russian Federation. Does a liberal Russia behave better than the non-liberal USSR? Are Russia's attitudes towards international law different than those of the former USSR? How much continuity is there and how much change has occurred in the scholarship of international law in Russia? How are Russia's treaties made and implemented? What is the role of international law in the Russian legal system? The author shows that international human rights played an important role in the Soviet perestroika and in the subsequent reforms in the Russian Federation. She argues that at the surface level the transformation in Russia has been remarkable, notably so with regard to the role of international law in the domestic legal system. Drawing from a wide range of materials - Soviet/Russian history, legislation, court cases and doctrinal writings - the book takes a cultural and historical perspective to analysis of legal change.
The Baltic Sea is unique with regard to its geography, climate and environment. Its uniqueness is also reflected in policy and governance. The book examines the regulation of the Baltic Sea from different perspectives, including navigation, the protection of the marine environment, fisheries, marine scientific research and future challenges for the law of the sea in the Baltic Sea. With this first volume, the Baltic Yearbook of International Law joins the family of legal publications. The idea was born primarily in the Baltic States of Estonia, Latvia and Lithuania. Indeed, international and domestic events and other developments surrounding the Baltic States throughout their history have made a considerable impact on discussions and on the evolution of international law and international politics. Despite a clear Baltic ownership, the aim of the Baltic Yearbook of International Law is to become a forum for debate on topical questions in international law and related fields and thus to contribute to the development of thought, standard-setting and relevant practices in the world. The Baltic Yearbook of International Law is an annual publication containing studies that are relevant to Baltic affairs and beyond. The Yearbook will serve as an important source of information not available elsewhere on practices of Estonia, Latvia and Lithuania in the area of foreign relations. Book reviews will include information on books published in the Baltic States and about Baltic issues.
The bibliography lists the literature and State practice on the question of recognition in international law for the last two hundred years. It contains books and articles, ie. contributions to journals and other collected works such as Festschriften and Encyclopaedias, as well as (published and unpublished) theses, pamphlets, compilations of diplomatic documents and case notes. As many of the monographs on recognition in international law will not be available in all libraries, book reviews have been included in the bibliography in order to enable the user to decide whether it may be advisable to order a certain work by inter-library loan. Its 4,500 entries are arranged systematically according to subject categories in fourteen main sections. Each main section is further subdivided with ever-increasing specificity into sub-sections on codification, codification attempts, general studies, studies of certain recognition questions and studies of specific recognition cases. The bibliography employs a broad meaning of recognition. It is not restricted to the question of status of an authority or entity in international law but encompasses also the question of relations with it. As many of the recognition cases must be considered, and can only be understood, against their historic, political and sometimes even economic background, the bibliography includes not only purely legal treaties but also publications of a primarily historical, political or economic content which incidentally deal with aspects of recognition in international law. This is reflected by the titles of the 730 journals from more than 50 countries in 20 different languages which have been used to compile the bibliography. The bibliography contains both an author and a comprehensive subject index to enable users to locate works of a particular writer or a specific problem.

This book, Human Language Technologies – The Baltic Perspective, presents the proceedings of the 8th International Baltic Human Language Technologies Conference (Baltic HLT 2018), held in Tartu, Estonia, on 27-29 September 2018. The main aim of Baltic HLT is to provide a forum for sharing new ideas and recent advances in computational linguistics and related disciplines, and to promote cooperation between the research communities of the Baltic States and beyond. The 24 articles in this volume cover a wide range of subjects, including machine translation, automatic morphology, text classification, various language resources, and NLP pipelines, as well as speech technology; the latter being the most popular topic with 8 papers.
