"The Mackenzie Valley Environmental Impact Review Board (MVEIRB) has developed Interim Guidelines (Guidelines) according to s. 120 of the Mackenzie Valley Resource Management Act (MVRMA). The Mackenzie Valley Resource Management Act was proclaimed December 22, 1998. This Act implements obligations under land claim agreements and creates an integrated co-management regime for the conservation, development and utilization of land and water resources, for the protection of the environment from significant adverse impacts, and for the protection of the social, cultural and economic well-being of residents and communities in the Mackenzie Valley. They are designed to ensure that any rules and procedures meet the principles of natural justice and fairness. ... More specifically, they are intended for regulatory authorities, the designated regulatory agency, government departments and agencies, Gwich'in Tribal Council, Sahtu Secretariat Inc. and developers. They may also be used as a reference for communities, local governments, first nations and the public at large. These Guidelines contain information on the process of EIA in the Mackenzie Valley, namely: preliminary screening (PS); environmental assessment (EA); and environmental impact review (EIR). ...
