The creation of this Privy Council Review was announced on 25 July 2007 "to advise on whether a regime to allow the use of intercepted material in court can be devised that facilitates bringing cases to trial while meeting the overriding imperative to safeguard national security". All bodies and individuals that met with or provided evidence to the Review were in favour in principle of intercept as evidence. But there were very different views as to whether national security could be safeguarded effectively. The Review endorses the principles that: there is an overriding imperative to safeguard national security; all trials must be (and be seen to be) procedurally fair; the State should wherever possible prosecute those it believes are involved in terrorism or other serious crimes; in any criminal prosecution the best available evidence should be made available in court. The report examines: current use of intercept; potential use and benefit of intercept as evidence; risks; resource implications; new communications technology; relevance of experiences of other countries; legal models. The Review concludes that intercept as evidence should be introduced. It believes that it would be possible to provide for the use of intercept as evidence in criminal trials in England and Wales by developing a robust legal model, based in statute and compatible with the European Convention on Human Rights. A model - PII Plus (PII = Public Interest Immunity) - is suggested as the basis, and the Review outlines further preparatory work and confidence-building measures necessary to develop a detailed regime.
The human element is the principle cause of incidents and accidents in all technology industries; hence it is evident that an understanding of the interaction between humans and technology is crucial to the effective management of risk. Despite this, no tested model that explicitly and quantitatively includes the human element in risk prediction is currently available. Managing Risk: the Human Element combines descriptive and explanatory text with theoretical and mathematical analysis, offering important new concepts that can be used to improve the management of risk, trend analysis and prediction, and hence affect the accident rate in technological industries. It uses examples of major accidents to identify common causal factors, or “echoes”, and argues that the use of specific experience parameters for each particular industry is vital to achieving a minimum error rate as defined by mathematical prediction. New ideas for the perception, calculation and prediction of risk are introduced, and safety management is covered in depth, including for rare events and “unknown” outcomes Discusses applications to multiple industries including nuclear, aviation, medical, shipping, chemical, industrial, railway, offshore oil and gas; Shows consistency between learning for large systems and technologies with the psychological models of learning from error correction at the personal level; Offers the expertise of key leading industry figures involved in safety work in the civil aviation and nuclear engineering industries; Incorporates numerous fascinating case studies of key technological accidents. Managing Risk: the Human Element is an essential read for professional safety experts, human reliability experts and engineers in all technological industries, as well as risk analysts, corporate managers and statistical analysts. It is also of interest to professors, researchers and postgraduate students of reliability and safety engineering, and to experts in human performance. “...congratulations on what appears to be, at a high level of review, a significant contribution to the literature...I have found much to be admired in (your) research” Mr. Joseph Fragola – Vice President of Valador Inc. “The book is not only technically informative, but also attractive to all concerned readers and easy to be comprehended at various level of educational background. It is truly an excellent book ever written for the safety risk managers and analysis professionals in the engineering community, especially in the high reliability organizations...” Dr Feng Hsu, Head of Risk Assessment and Management, NASA Goddard Space Flight Center “I admire your courage in confronting your theoretical ideas with such diverse, ecologically valid data, and your success in capturing a major trend in them....I should add that I find all this quite inspiring . ...The idea that you need to find the right measure of accumulated experience and not just routinely used calendar time makes so much sense that it comes as a shock to realize that this is a new idea”, Professor Stellan Ohlsson, Professor of Psychology, University of Illinois at Chicago

This book provides a coherent overview of the most important modelling-related security techniques available today, and demonstrates how to combine them. Further, it describes an integrated set of systematic practices that can be used to achieve increased security for software from the outset, and combines practical ways of working with practical ways of distilling, managing, and making security knowledge operational. The book addresses three main topics: (1) security requirements engineering, including security risk management, major activities, asset identification, security risk analysis and defining security requirements; (2) secure software system modelling, including modelling of context and protected assets, security risks, and decisions regarding security risk treatment using various modelling languages; and (3) secure system development, including effective approaches, pattern-driven development, and model-driven security. The primary target audience of this book is graduate students studying cyber security, software engineering and system security engineering. The book will also benefit practitioners interested in learning about the need to consider the decisions behind secure software systems. Overall it offers the ideal basis for educating future generations of security experts.
Managing Risk: Technology and Communications is a practical guide to the effective management of technology and communications risks. Frequent high profile scares, like the Sasser worm and WiFi vulnerabilities, make a proactive approach essential and this book shows you how to put in place expedient checks, balances and countermeasures. Business networks are threatened by a host of factors, from employee abuse to non-compliance with data protection and libel laws, from hacker attacks to viruses and from extortion and terrorism to natural disaster. The costs of failing to manage systems risks can be immense and go beyond simple loss of productivity or even fraudulent losses to brand damage, theft of business secrets, expensive litigation, diminished customer confidence and adverse impacts on personnel and share value. This practical handbook includes examples, checklists and case studies to help you manage such hazards. The book covers: • accessibility of information; • acceptable use of information; • directors’ legal duties; • general legal compliance; • protecting networks from external and internal threats; • encouraging security awareness at management and employee level; • reputational risk management; and • national and international risk and security standards. Managing Risk: Technology and Communications is the indispensable work of reference for IT and technology managers, HR managers, IT legal advisors, company secretaries and anyone seeking practical guidance on technology risks and their management.
"Authored by academic, policy, and practice experts in this area, Criminal Justice and Mental Illness offers an overview of the changes in correctional policy and practice during the last decade that reflect an increased focus on community-based alternatives for offenders."--
Elementary Information Security is designed for an introductory course in cybersecurity, namely first or second year undergraduate students. This essential text enables students to gain direct experience by analyzing security problems and practicing simulated security activities. Emphasizing learning through experience, Elementary Information Security addresses technologies and cryptographic topics progressing from individual computers to more complex Internet-based systems. Designed to fulfill curriculum requirement published the U.S. government and the Association for Computing Machinery (ACM), Elementary Information Security also covers the core learning outcomes for information security education published in the ACM’s “IT 2008” curricular recommendations. Students who are interested in becoming a Certified Information Systems Security Professional (CISSP) may also use this text as a study aid for the examination.
