To date, climate change adaptation and mitigation have been treated separately both in research and in the climate negotiations. However, a growing body of literature is now being developed that points to actual and potential synergies and trade-offs between responses to climate change and sustainability. This literature has evolved in a spontaneous way with diverse approaches and no common methodology to help practitioners explicitly plan for these synergies. This special issue of the Climate Policy journal addresses this gap between scientific knowledge and practitioners' needs by focussing on linkages between climate change and sustainable development at the level of conceptual framework and methods. In particular, the papers address in an integrated way local development options involving both adaptation and mitigation in order to promote resilience to climate change in human and natural systems. The special issue provides policy and methodological guidelines for linking local deveopment pathways with responses to climate change, based on collaboration between local practitioners, the public and scientists.

To sustain Africa’s growth, and accelerate the eradication of extreme poverty, investment in infrastructure is fundamental. In 2010, the Africa Infrastructure Country Diagnostic found that to enable Africa to fill its infrastructure gap, some US$ 93 billion per year for the next decade will need to be invested. The Program for Infrastructure Development in Africa (PIDA), endorsed in 2012 by the continent’s Heads of State and Government, lays out an ambitious long-term plan for closing Africa’s infrastructure including trough step increases in hydroelectric power generation and water storage capacity. Much of this investment will support the construction of long-lived infrastructure (e.g. dams, power stations, irrigation canals), which may be vulnerable to changes in climatic patterns, the direction and magnitude of which remain significantly uncertain. Enhancing the Climate Resilience of Africa 's Infrastructure evaluates -using for the first time a single consistent methodology and the state-of-the-arte climate scenarios-, the impacts of climate change on hydro-power and irrigation expansion plans in Africa’s main rivers basins (Niger, Senegal, Volta, Congo, Nile, Zambezi, Orange); and outlines an approach to reduce climate risks through suitable adjustments to the planning and design process. The book finds that failure to integrate climate change in the planning and design of power and water infrastructure could entail, in scenarios of drying climate conditions, losses of hydropower revenues between 5% and 60% (depending on the basin); and increases in consumer expenditure for energy up to 3 times the corresponding baseline values. In in wet climate scenarios, business-as-usual infrastructure development could lead to foregone revenues in the range of 15% to 130% of the baseline, to the extent that the larger volume of precipitation is not used to expand the production of hydropower. Despite the large uncertainty on whether drier or wetter conditions will prevail in the future in Africa, the book finds that by modifying existing investment plans to explicitly handle the risk of large climate swings, can cut in half or more the cost that would accrue by building infrastructure on the basis of the climate of the past.
Climate change is occurring, is caused largely by human activities, and poses significant risks for-and in many cases is already affecting-a broad range of human and natural systems. The compelling case for these conclusions is provided in Advancing the Science of Climate Change, part of a congressionally requested suite of studies known as America's Climate Choices. While noting that there is always more to learn and that the scientific process is never closed, the book shows that hypotheses about climate change are supported by multiple lines of evidence and have stood firm in the face of serious debate and careful evaluation of alternative explanations. As decision makers respond to these risks, the nation's scientific enterprise can contribute through research that improves understanding of the causes and consequences of climate change and also is useful to decision makers at the local, regional, national, and international levels. The book identifies decisions being made in 12 sectors, ranging from agriculture to transportation, to identify decisions being made in response to climate change. Advancing the Science of Climate Change calls for a single federal entity or program to coordinate a national, multidisciplinary research effort aimed at improving both understanding and responses to climate change. Seven cross-cutting research themes are identified to support this scientific enterprise. In addition, leaders of federal climate research should redouble efforts to deploy a comprehensive climate observing system, improve climate models and other analytical tools, invest in human capital, and improve linkages between research and decisions by forming partnerships with action-oriented programs.
Climate change is possibly the greatest threat facing human society in this century. The response to this challenge has been dominated by international negotiations for controlling greenhouse gas emissions. More recently there are efforts by the international community to engage other levels of governance in mitigation and adaptation response. While the framework for international action on climate change continues to evolve, there is mounting pressure from researchers to include cities as significant actors in the global climate change management strategy. Cities are centers of production and consumption in our society and as such will be crucial for global climate change management strategy. Despite these links, demands for consideration of climate change management issues in local policy making have remained a research rhetoric and have not yet translated into planning action. This gap between planning research and practice is probably due to lack of evidence based research on this issue. This study fills in this gap and provides empirical evidence supporting the key role of local development plans in climate change management. Specifically, in the first step, this research investigates the influence of local development plans on climate change mitigation by comparing change in carbon dioxide emissions in groups of cities with and without plans. Thereafter, climate change management capacity in local development plans is analyzed through policy analysis. Finally, this research study examines the effect of plan quality on the change in carbon dioxide emissions, while controlling for socio-economic, landscape and policy characteristics. Results of this study support the demands for using local development plans as tools for climate change management. This study identifies numerous planning policies in local development plans with potential to influence climate change management. The analysis also reveals wide variation in the quality of the climate change management policies. For example, policies related to site planning regulations and transportation are fairly detailed, whereas acquisition and incentive/disincentive tools are not. The detailed review of plan quality suggests that although development plans have the potential to significantly influence climate change, there is need for further improvement, especially of the overall plan implementation capacity. Finally, the research findings show that the quality of climate change management planning policies in local development plans have a significant impact on a communities0́9 emissions. Communities with better plan quality had significantly lower increase in per-capita emissions over the period of analysis. The study also discovered significant effects of wealth, travel behavior, occupation base and state policy on the change in emissions. Based on the research findings this study recommends evolving integrated local development policies that focus on dual goals of climate change management and sustainable development. Further studies are recommended to examine the opportunities and challenges to use of local development plans for climate change management.
Global warming is changing the world as we know it. Climate change can have catastrophic impacts in numerous cities across the world. It is time for us to react – quickly and effectively. The European Community (EC) has been leading the fight against climate change, making it one of its top priorities. We have introduced the most ambitious targets of their kind, known as the “20/20/20 by 2020” initiative within the “Climate Action and Renewable Energy Package.” As a result, European Member States have taken on a commitment to curb their CO emissions by at least 20% by 2020. 2 These targets are indeed commendable; however, they are only the start if we are to avoid the consequences of global warming. Whilst top level coordination from the European Institutions and Member State governments is vital, the role of mitigating and adapting to climate change at local level must not be forgotten. In fact, here cities, regions and their citizens play a significant a role. It is therefore vital they become directly involved in the climate change challenge. The European Commission therefore launched in 2008 a new initiative, the Covenant of Mayors, which brings together a network of European mayors in a voluntary effort to go beyond the European Union’s already ambitious targets. Half of our greenhouse gas emissions (GHGs) are created in and by cities.
This open access edited volume critically examines a coherence building opportunity between Climate Change Adaptation, the Sustainable Development Goals and Disaster Risk Reduction agendas through presenting best practice approaches, and supporting Irish and international case studies. The Covid-19 pandemic has highlighted existing global inequalities and demonstrated the scope and scale of cascading socio-ecological impacts. The impacts of climate change on our global communities will likely dwarf the disruption brought on by the pandemic, and moreover, these impacts will be more diffuse and pervasive over a longer timeframe. This edited volume considers opportunities to address global challenges in the context of developing resilience as an integrated development continuum instead of through independent and siloed agendas.
This book is open access under a Creative Commons license. This authoritative book presents the ever progressing state of the art in evaluating climate change strategies and action. It builds upon a selection of relevant and practical papers and presentations given at the 2nd International Conference on Evaluating Climate Change and Development held in Washington DC in 2014 and includes perspectives from independent evaluations of the major international organisations supporting climate action in developing countries, such as the Global Environment Facility. The first section of the book sets the stage and provides an overview of independent evaluations, carried out by multilateral development banks and development organisations. Important topics include how policies and organisations aim to achieve impact and how this is measured, whether climate change is mainstreamed into other development programs, and whether operations are meeting the urgency of climate change challenges. The following sections focus on evaluation of climate change projects and policies as they link to development, from the perspective of international organisations, NGO’s, multilateral and bilateral aid agencies, and academia. The authors share methodologies or approaches used to better understand problems and assess interventions, strategies and policies. They also share challenges encountered, what was done to solve these and lessons learned from evaluations. Collectively, the authors illustrate the importance of evaluation in providing evidence to guide policy change to informed decision-making.
