This edited book examines the significance of intangible cultural heritage to local communities and the state in Hong Kong and China. Through ethnographic studies, the various chapters in this edited book argue for the role of the local community in the creation and conservation of the intangible cultural heritage and traditions. Irrespective of whether they are selected and listed as regional, national or UNESO intangible cultural heritage, they are part of the living traditions unique to that particular local community. This edited book argues that there are threefold significance of intangible cultural heritage to the local community and the state. First, intangible cultural heritage is seen as a social prestige. Second, it acts as socio-cultural and economic capital for members of the community to tap into to ensure socio-cultural and economic sustainability of the community. Finally, the intangible cultural heritage serves as a depository of the collective memories of the community, linking the past to the present and the future.

​This volume explores China’s cultural heritage ideology and policies from three interrelated perspectives: the State and World Heritage tourism; cultural heritage tourism at undesignated sites, and the cultural politics of museums and collections. Something of a cultural heritage designation craze is happening in China. This is new within even the last five to ten years. Officials at many levels now see heritage preservation as a means for commoditizing their regions. They are devoting new resources and attention to national and international heritage designations. Thus, addressing cultural heritage politics in a nation dedicated to designation is an important project, particularly in the context of a rapidly growing economy. This volume is also important because it addresses a very wide range of cultural heritage, providing an excellent sample of case studies: historic vernacular urban environments, ethnic tourism, scenic tourism, pilgrimage as tourism, tourism and economic development, museums, border heritage, underwater remains, and the actual governance and management of the sites. In this important ethnography Ziying You explores the role of the "folk literati" in negotiating, defining, and maintaining local cultural heritage. Expanding on the idea of the elite literati—a widely studied pre-modern Chinese social group, influential in cultural production—the folk literati are defined as those who are skilled in classical Chinese, knowledgeable about local traditions, and capable of representing them in writing. The folk literati work to maintain cultural continuity, a concept that is expressed locally through the vernacular phrase: "incense is kept burning." You's research focuses on a few small villages in Hongtong County, Shanxi Province in contemporary China. Through a careful synthesis of oral interviews, participant observation, and textual analysis, You presents the important role the folk literati play in reproducing local traditions and continuing stigmatized beliefs in a community context. She demonstrates how eight folk literati have reconstructed, shifted, and negotiated local worship traditions around the ancient sage-Kings Yao and Shun as well as Ehuang and Nüying, Yao's two daughters and Shun's two wives. You highlights how these individuals' conflictive relationships have shaped and reflected different local beliefs, myths, legends, and history in the course of tradition preservation. She concludes her study by placing these local traditions in the broader context of Chinese cultural policy and UNESCO's Intangible Cultural Heritage program, documenting how national and international discourses impact actual traditions, and the conversations about them, on the ground.
Heritage Politics in China: The Power of the Past studies the impact of heritage policies and discourses on the Chinese state and Chinese society. Cultural China is a unique annual publication for up-to-date, informed, and accessible commentary about Chinese and Sinophone languages, cultural practices, politics and production, and their critical analysis. It builds on the University of Westminster’s Contemporary China Centre Blog, providing additional reflective introductory pieces to contextualise each of the eight chapters. The articles in this Review speak to the turbulent year that was 2020 as it unfolded across cultural China. For nearly 70 years, the United Nations Educational, Scientific and Cultural Organization (UNESCO) has played a crucial role in developing policies and recommendations for dealing with intangible cultural heritage. What has been the effect of such sweeping global policies on those actually affected by them? How connected is UNESCO with what is happening every day, on the ground, in local communities? Drawing upon six communities ranging across three continents—from India, South Korea, Malawi, Japan, Macedonia and China—and focusing on festival, ritual, and dance, this volume illuminates the complexities and challenges faced by those who find themselves drawn, in different ways, into UNESCO's orbit. Some struggle to incorporate UNESCO recognition into their own local understanding of tradition; others cope with the fallout of a failed intangible cultural heritage nomination. What happens when UNESCO heritage conventions are ratified by a state? How do UNESCO’s global efforts interact with preexisting local, regional and state efforts to conserve or promote culture? What new institutions emerge to address the mandate? The contributors to this volume focus on the work of translation and interpretation that ensues once heritage conventions are ratified and implemented. With seventeen case studies from Europe, Africa, the Caribbean and China, the volume provides comparative evidence for the divergent heritage regimes generated in states that differ in history and political organization.
