The work of Elinor and Vincent Ostrom represents a distinctive contribution to the study of political economy, public policy and administration, collective action, and governance theory. Efforts to present a comprehensive overview of the Bloomington School that grew around the Workshop in Political Theory and Policy Analysis (now renamed the Ostrom Workshop), which they founded more than 40 years ago, received new impetus with the award of the Nobel Memorial Prize in Economic Science to Elinor Ostrom in 2009. Since then, renewed attempts have been made to map the Ostroms’ contributions to theories of polycentric governance and collective action, and to multi-methods and comparative institutional analysis of ways of managing social and ecological systems, common pool resources, public economies, and metropolitan reform. The open-ended and multiform nature of the Ostroms’ research program defies a single comprehensive overview; yet, it is a stimulus towards both creativity and disciplinary cross-fertilization in social science research. What sets this volume apart is that it brings together theory and practice, models and work on the ground, design and creativity, empirics and norms, to outline the significance of the Ostroms’ research program for the future. Each contribution to the volume takes the Ostromian perspective as the point of departure, amplifies it and explores the ground for future work by engaging with other approaches and areas of research with which the Bloomington School has some affinities. This way of testing and extending the ideas and methods of the Ostroms is particularly appropriate since their research program, initiated and nurtured through the Workshop, has always been in-between different fields and sub-fields in the social sciences (political science, economics, public administration, law, history, anthropology), cultivating a strong interdisciplinary way of doing research and exploiting the virtuous circle between theory, analysis, model building, and empirical research. Engaging in a creative dialogue with ideas and methods of other research programs is a way of sharpening one’s analytic tools, while renovating one’s own vision of social research. This volume is a way of thinking through and beyond the Bloomington School.
The analysis of how institutions are formed, how they operate and change, and how they influence behavior in society has become a major subject of inquiry in politics, sociology, and economics. A leader in applying game theory to the understanding of institutional analysis, Elinor Ostrom provides in this book a coherent method for undertaking the analysis of diverse economic, political, and social institutions. Understanding Institutional Diversity explains the Institutional Analysis and Development (IAD) framework, which enables a scholar to choose the most relevant level of interaction for a particular question. This framework examines the arena within which interactions occur, the rules employed by participants to order relationships, the attributes of a biophysical world that structures and is structured by interactions, and the attributes of a community in which a particular arena is placed. The book explains and illustrates how to use the IAD in the context of both field and experimental studies. Concentrating primarily on the rules aspect of the IAD framework, it provides empirical evidence about the diversity of rules, the calculation process used by participants in changing rules, and the design principles that characterize robust, self-organized resource governance institutions.

Elinor Ostrom was the first woman to win the Nobel Prize in economics. She has been at the forefront of New Institutional Economics and Public Choice revolutions, discovering surprising ways in which communities around the world have succeed in solving difficult collective problems. She first rose to prominence by studying the police in metropolitan areas in the United States, and showing that, contrary to the prevailing view at the time, community policing and smaller departments worked better than centralized and large police departments. Together with her husband, Vincent, they have set up the Bloomington Workshop in Political Theory and Policy Analysis, which has grown into a global network of scholars and practitioners. Throughout her career, she was interested in studying ecological problems, and understanding how people manage communal properties. Her most famous discovery is that communities often find ingenious ways of escaping the “tragedy of the commons”. Analysing a wide-variety of successes and failures, and working together with many other scholars, she was able to uncover a series of institutional “design principles”: a set of criteria which, if followed, societies are more likely to be productive and resilient to shocks. Some of her most important theoretical insights, about polycentricity and institutional evolution, arose from this synthesizing effort. Furthermore, this led her to develop a framework for the study of the relationship between societies and their natural environment which brought institutional insights into the field of environmental studies.

Contemporary societies within Europe face many challenges, including declining levels of voter turnout in elections, increased distrust of politicians, high levels of hate crime, intolerance and prejudice towards minority ethnic and religious groups, and increasing levels of support for violent extremism. These challenges threaten the legitimacy of democratic institutions and peaceful co-existence within Europe. Formal education is a vital tool that can be used to tackle these challenges. Appropriate educational input and practices can boost democratic engagement, reduce intolerance and prejudice, and decrease support for violent extremism. However, to achieve these goals, educationists need a clear understanding of the democratic competences that should be targeted by the curriculum. This book presents a new conceptual model of the competences which citizens require to participate in democratic culture and live peacefully together with others in culturally diverse societies. The model is the product of intensive work over a two-year period, and has been strongly endorsed in an international consultation with leading educational experts. The book describes the competence model in detail, together with the methods used to develop it. The model provides a robust conceptual foundation for the future development of curricula, pedagogies and assessments in democratic citizenship and human rights education. Its application will enable educational systems to be harnessed effectively for the preparation of students for life as engaged and tolerant democratic citizens. The book forms the first component of a new Council of Europe reference framework of competences for democratic culture. It is vital reading for all educational policy makers and practitioners who work in the fields of education for democratic citizenship, human rights education and intercultural education.
This book poses the question: How can we organize society in such a way that our disagreement about facts and norms works to the benefit of everyone? In response, it makes the argument for polycentric democracy, a political arrangement consisting of various political units that enjoy different degrees of independence. It is argued that to progress towards justice, we first need to change our attitude towards reasonable disagreement. Theorists have always viewed reasonable disagreement as nuisance, if not as a threat. However, this work puts forward that the diversity of perspectives which underlie reasonable disagreement should be viewed as a resource to be harvested rather than a threat to be tamed. Resting on two key arguments, the author proposes the idea of polycentric democracy as the most capable method of making pluralism productive. The book explores what such a political order might look like and concludes that only an institutional system which is capable of profiting from diversity, such as polycentric democracy, might reasonably be expected to generate an overlapping consensus. Continuing in the tradition of Karl Popper and Friedrich August von Hayek, this book lies at the intersection of philosophy, political economy and political theory. It will be of great interest to academics and scholars working in philosophy, politics and economics.
This open access book uses an interdisciplinary approach that not only focuses on social organization but also analyzes how societies and ecological settings were interwoven. How did early modern indigenous Sami inhabitants in interior northwest Fennoscandia build institutions for governance of natural resources? The book answers this question by exploring how they made decisions regarding natural resource management, mainly with regard to wild game, fish, and grazing land and illuminate how Sami users, in a changing economy, altered the long-term rules for use of land and water in a self-governance context. The early modern period was a transforming phase of property rights due to fundamental changes in Sami economy: from an economy based on fishing and hunting to an economy where reindeer pastoralism became the main occupation for many Sami. The book gives a new portrayal of how proficiently and systematically indigenous inhabitants organized and governed natural assets and how capable they were in building highly functioning institutions for governance.
