An Installation Restoration Program (IRP) Phase II, Stage 2 investigation was conducted at MacDill AFB and Avon Park AFR, Florida, to confirm the presence or absence of contamination at twelve sites. Eight of the twelve sites were previously investigated under Phase II, Stage 1 efforts. Four sites had not previously been investigated under Phase II efforts. A field program was conducted, consisting of geophysical surveys, the drilling and installation of 28 monitoring wells, an aquifer pumping test in the surficial aquifer, and the collection and analysis of groundwater, surface water, and sediment samples. At MacDill AFB, no significant contaminants were found at two of the sites. These sites were recommended for no further action. At three other sites no significant contamination was found but other evidence suggested that additional study should be considered before specific action at these sites is recommended. Significant contamination was found at three sites and these sites were recommended for additional investigation. One site at MacDill AFB was recommended for remedial action. The study concerned seven sites at MacDill AFB and three sites at Avon Park Air Force Range (AFR). Five of the sites were former landfills, two were fuel storage areas, one was a pair of fire training areas, one was a drum storage area, and one was a pesticide rinse water basin. The Phase IIb contractor installed monitor wells in the water table aquifer downgradient of each site to determine whether these sites were sources of groundwater contamination. Most of these analyses were screening tests phenolics, oil and grease, dissolved organic carbon (DOC), total organic halides (RTOX), specific conductance, and pH which are nonspecific indicators of contamination. The list of analyses also included specific analyses for purgeable organics (solvents), oranochlorine pesticides, polychlorinated biphenyls (PCBs), and lead for sites where these specific analyses were deemed appropriate. Results of the organic screening analyses were positive for every site except the pesticide rinse water basin at Avon Park AFR at which there was no evidence of contamination.
The overall objective of the Phase II investigation is to define the magnitude, extent, direction and rate of movement of identified contaminants. A series of staged field investigations may be required to meet this objective. The contractor shall recommend any additional investigations required beyond this stage (Stage 2), including an estimate of costs. The purpose of this task is to undertake a field investigation at Tyndall AFB FL (1) to determine the magnitude of contamination and the potential for migration of contaminants in the various environmental media; and (2) to identify potential environmental consequences and health risks of migrating pollutants based on State or Federal standards for those contaminants. A total of 13 sites at Homestead Air Force Base (AFB) were identified by the Phase I Installation Assessment as having a potential for environmental contamination. These 13 sites were ranked using the Hazardous Assessment Rating Methodology (HARM) and the top eight ranked sites were recommended for monitoring under Phase II. Two additional sites, from the original 13 sites, the leak at Pump Station No. 9 (SP-5) and the Residual Pesticide Disposal Area (P-3), were added by USAFOEHL to the Phase I recommendations for monitoring making a total of 10 sites which received Phase II confirmation investigation. Two sites (SP-4 and SP-6), located near the west gate, in close proximity to one another, are indistinguishable from each other based on the groundwater analysis results. these are combined into a single zone for Phase II, Stage 2 recommendations. Nineteen 2-inch groundwater monitoring wells were installed into the upper Biscayne aquifer during Phase II, Stages.
