This book explores the decline and growth of the private rental sector in Australia delving into the changing dynamics of landlord investment and tenant profile over the course of the twentieth century and into the present period. It explains why over one in four Australian households are now private renters and investigates the contemporary legal and regulatory frameworks governing the sector. The reform discourses in Australia and comparator countries, and debates around key concerns such as Australia’s advantageous tax treatment of investors in rental property and the power imbalance between tenants and landlords are highlighted. The book draws on rich data: 600 surveys and close to 100 in-depth interviews with tenants in high, medium and low rent areas in Sydney and Melbourne and regional New South Wales. The book provides in-depth insights into this large and expanding component of Australia’s housing market and shows how being a private renter shapes the everyday lives and wellbeing of people and households who rent their housing including short and long-term renters, those on low and higher incomes and older as well as younger people.
The Routledge Handbook of Housing Economics brings together an international panel of contributors to present a comprehensive overview of this important field within economics. There had been very little discussion about rental housing, less about social housing, and virtually none about public housing. The mortgage crisis showed the challenges inherent in pushing for home ownership for all. With homes going into foreclosure and with credit tightening in many countries, the need for rental housing increased dramatically. However, most countries are only beginning to consider supporting rental housing as a shelter option. This book is an effort to bring rental housing to the forefront of the housing agenda and to provide general guidance to policy makers. The information it provides can assist key players in housing markets--government officials, private rental property owners, financiers, and nongovernmental organizations--in including rental housing as a critical housing option and in having an informed discussion on how best to stimulate this sector.
This book explores the origins, extent and implications of this revival in the fortunes of private landlordism. It presents an in-depth, scholarly analysis of private landlords, the rationales for and ways in which governments have sought to revitalise investment in residential lettings, and their success in doing so. It also assesses the extent to which landlordism has been transformed in recent years and the lessons for policy that can be learned from this experience. The book draws on the extensive research into private landlords conducted by the authors over the past two decades. This includes projects funded by the Joseph Rowntree Foundation, the predecessor departments to the Department for Communities and Local Government, Scottish Homes, and the Economic and Social Research Council. It fills a major gap in the literature about an important actor in housing provision and the built environment. Most of the recent work on private landlords has been published as research reports and there is a lack of book length scholarly study aimed at an academic rather than a policy audience.
