The advent of modern agribusiness irrevocably changed the patterns of life and labor on the American family farm. In Entitled to Power, Katherine Jellison examines midwestern farm women's unexpected response to new labor-saving devices. Federal farm policy at mid-century treated farm women as consumers, not producers. New technologies, as promoted by agricultural extension agents and by home appliance manufacturers, were expected to create separate spheres of work in the field and in the house. These innovations, however, enabled women to work as operators of farm machinery or independently in the rural community. Jellison finds that many women preferred their productive roles on and off the farm to the domestic ideal emphasized by contemporary prescriptive literature. A variety of visual images of farm women from advertisements and agricultural publications serve to contrast the publicized view of these women with the roles that they chose for themselves. The letters, interviews, and memoirs assembled by Jellison reclaim the many contributions women made to modernizing farm life.
The Million Farmers School (MFS) is an innovative extension program initiated by the Department of Agriculture in the state of Uttar Pradesh, India, in 2017. Twice in a year, the department deploys its entire extension machinery to organize nearly 15,000 training programs for about a million farmers across all districts of the state. Unlike traditional extension services, MFS integrates various facets of agricultural knowledge into a packaged product and delivers through village-level trainings where printed material on the topics of training are also distributed among participants. This study presents early findings of a process evaluation, involving assessments of program design, implementation strategies, and estimation of benefits from program participation. In addition to consultation with public officials and community organizations, a state-level representative survey was conducted on a sample of both participating and non-participating households. The early results based on matching and instrumental variable methods—suggest that knowledge outcomes are significantly better among participants vis-à-vis non-participants. The results are robust to different model specifications. The study also qualitatively assesses various aspects of the program’s design and implementation, highlighting the constraints and challenges it faces and offers implementation advice for greater efficacy in its future course.
Operational guidelines on how to provide cost- effective agricultural extension services to women farmers in Sub-Saharan Africa.
Agricultural transformation and development are critical to the livelihoods of more than a billion small-scale farmers and other rural people in developing countries. Extension and advisory services play an important role in such transformation and can assist farmers with advice and information, brokering and facilitating innovations and relationships, and dealing with risks and disasters. Agricultural Extension: Global Status and Performance in Selected Countries provides a global overview of agricultural extension and advisory services, assesses and compares extension systems at the national and regional levels, examines the performance of extension approaches in a selected set of country cases, and shares lessons and policy insights. Building on the previous editions, Communication for Rural Innovation maintains and adapts the insights and conceptual models of value today, while reflecting many new ideas, angles and modes of thinking concerning how agricultural extension is taught and carried through today. Since the previous edition of the book, the number and type of organisations that apply communicative strategies to foster change and development in agriculture and resource management has become much more varied and this book is aimed at those who use communication to facilitate change in agriculture and resource management. The Training and Visit (T&V) system of management was introduced in Kenya by the World Bank in 1982 as a pilot, which became effective in 1991. The two Bank Extension Projects that supported the T&V system sought to increase agricultural productivity and develop the institutions of the extension service. Whether the extension approach is effective or not became a subject for debate. The costs appear to be high and the impact on agricultural production low. This volume evaluates the impact of the system based on a credible body of empirical evidence. It identifies the system's deficiencies and makes recommendations for improvement.
Agricultural extension has not been particularly kind to Africa's women farmers. On a continent where women produce 90 percent of the food and 60 percent of total agricultural output, insensitivity and neglect by extension services is the norm. Numerous case studies have pointed out the "gender gap" that exists in the provision of extension services to women farmers. Compared to male farmers or farming couples, women farmers receive far less attention from extension services, thus benefiting less from improved farming techniques. However, in Cameroon's North West province, over the last five years, the Mission de Developpement de la Province du Nord-Ouest (MIDENO), has been implementing a project to improve agricultural production in the province. In terms of agricultural extension, the project has hired almost 200 new extension agents, one-fourth of whom are women. The overall representation of women in the extension service is now 18.3 percent, among the highest in developing countries. The paper is organized into three Chapters : Chapter I deals with the agricultural and policy setting in which MIDENO was designed; Chapter II is devoted to the MIDENO case study; Chapter III attempts to generalize from the MIDENO case and determines the extent to which the MIDENO's experience and success can be sustained and replicated.
A profound shift is occurring among women working in agriculture - they are increasingly seeing themselves as farmers, not only as the wives or daughters of farmers. In this book, farm women in the northeastern United States describe how they got into farming and became successful entrepreneurs despite the barriers they encountered in agricultural institutions, farming communities, and even their own families. It is widely recognized that periods of crisis affect men and women differently, mediated by their access to resources and information, as well as social and institutional structures that may systematically disadvantage women from being able to access relief, institutional support, and rehabilitation. To capture the gendered impacts of the COVID-19 pandemic and lockdowns, we conducted phone surveys in seven countries spread across Asia and Africa. The study was designed as a longitudinal panel study with five rounds of data collection in Ghana, Nepal, Nigeria, and Senegal, and three rounds of data collection in Kenya, Niger, and Uganda. Both men and women were administered the same survey, with some modifications made across countries to adapt to local contexts. This report gives an overview of our findings covering several topics including income loss, coping strategies, labor and time use, food and water insecurity and child education outcomes. We find widespread reports of income loss, which declined over time, but increased again as countries experienced a resurgence in COVID-19 cases and fatality. We find that households first depleted savings when faced with income loss and over time, use of savings reduced while other measures began to be adopted. Women reported greater food and water insecurity compared to men, including worrying about insufficient food and eating less than usual. This is particularly worrying since a large proportion of women also did not have adequately diverse diets. Moderate to severe water insecurity was reported in many of the countries, and as with food insecurity, women were more likely to report issues with accessing water for drinking and other household activities. In some countries, additional modules were added to capture country specific issues of policy relevance, such agriculture extension, mental health, and child marriage. The results make it clear that proactive investments will be needed, including social safety nets, favorable credit policies, nutrition and water investments, to ensure that the crisis does not further widen the gender gap in resources and achievements in rural areas of low- and middle-income countries.
