This book documents experimentation with various policy and governance approaches that produce structural differences in the composition and organisation of Asia’s higher education systems. This publication is part of a series of six country reports on technical and vocational education and training (TVET) and higher education in Bangladesh, Nepal, and Sri Lanka. Each report presents current arrangements and initiatives in the respective country’s skills development strategies. These are complemented by critical analyses to determine key issues, challenges, and opportunities for innovative strategies toward global competitiveness, increased productivity, and inclusive growth. The emphasis is to make skills training more relevant, efficient, and responsive to emerging domestic and international labor markets. The reports were finalized in 2013 under the Australian AID-supported Phase 1 of Subproject 11 (Innovative Strategies for Accelerated Human Resource Development) of Regional Technical Assistance 6337 (Development Partnership Program for South Asia).
This collection focuses on the challenges, lessons learned, and best teaching practices shared by educators in the higher education system in both the developed and developing areas of Asia. Organized into three sections, the book covers key factors that affect the successes of online education in Asia, including innovations in curriculum design; innovations in communicating with students; and innovations in assessments. This empirical work illuminates how China uses the higher education mechanism in South Asia to advance its national interests and investigates the outcomes for China, including both challenges and opportunities. Using a soft power theoretical framework, this book employs the case study of Nepal, a South Asian country of profound geostrategic value for the two competing powers of China and India. Illustrating how higher education is the mechanism for achieving soft power goals, it draws on data analysis based on archival sources and interviews with China and South Asia experts, including academics and politico-bureaucratic elites, as well as interviews with Nepalese students and alumni. Importantly though, this book advances an innovative conceptual model of geointellect to trace the evolving dimensions of China’s global dominance in higher education, research, and innovation paradigm, especially in the context of the Belt and Road Initiative and ultimately reveals how foreign policy and higher education policy reinforce each other in the context of China.
