This book examines the incidence and role of clusters as a viable and increasingly important form of industrial organization in Africa. A brief overview of the African economic picture reveals a paradox where the continent that has rich mineral resources, nearly a billion people and a land mass which includes the sizes of China, USA, India, Western Europe, Argentina together larger than the sum of these regions is in an unacceptable state of being an object of aid, debt and loans despite the vast resources both known and yet to be explored. Africa should have been a productive and innovation centre and not a charity and aid centre of the world where 'donorship' has replaced African national ownership' of not just Africa's resources, but even worse, Africa's own agency, autonomy and independence to shape policy and direction; to undertake African integrated national development by establishing a science, engineering and technology based knowledge, innovative, learning and competent economy. The chapters in this volume address the application of the innovation approach to a variety of problems in Africa. Together they highlight the critical importance of the innovation systems approach in each of the issues the authors preferred to select and analyse. In the African context, the application of innovation goes beyond firms to the informal activities at grassroots level. The boundaries and the range of actors and activities for innovation application are varied and not limited. This variation is represented in this volume by the diverse issues that the authors dealt with in their research by applying as common the use and application of innovation.
This book analyses the effectiveness of policies adopted in cluster promotion, using complexity thinking and evolutionary economic geography approaches. It studies cluster dynamics in transition economies, exploring the case of Albania. In developing countries, the ‘model’ of the developed countries, is often seen as the endpoint of a trajectory that must be followed meticulously, implying a view on modernization as a linear and uniform process. They tend to import policies from these ‘success models’ showing minimal regard to their context and institutional capabilities; therefore, more often than not, such policies show little effectiveness. This research on cluster policies in Albania confirms this. It suggests that in Albania there is a need to revise the way of thinking about clusters, considering them first and foremost as relational networks, instead of physically bound industrial districts. While there is questioning of top-down policies and the national innovation systems prerogative, the suggested model by this research, in line with some of the most recent policy frameworks, advocates the need for flexibility, bottom-up initiatives and place-based approaches. By means of conclusion, the book comes up with an alternative model of territorial policies for cluster development, shifting from ‘static’ towards ‘dynamic’ planning.
African universities including the University of Dar es Salaam faced major resource constraints in the 1970's and 1980's. These constraints had a negative impact on higher education in Africa leading to a decline in the quality of education provided, stagnant or falling enrolments in the face of rapidly expanding populations, deteriorating infrastructure and staff exodus to greener pastures. Written by the Vice Chancellor of the University of Dar es Salaam 1991-2007 this book captures the achievements which were engineered under his leadership to transform the University into an institution which would be better placed to meet the development needs of Tanzania in the 21st century. The book covers the bleak atmosphere prevailing when the author took over as Vice Chancellor in 1991, transformation achievements in the academic, finance and gender aspects, a sampling of the administrative challenges faced and some of the unfinished business which was passed on to succeeding Vice Chancellor.
Although in recent years some emerging economies have improved their performance in terms of R&D investment, outputs and innovative capacity, these countries are still blighted by extreme poverty, inequality and social exclusion. Hence, emerging countries are exposed to conditions which differ quite substantially from the dominant OECD model of innovation policy for development and welfare. This Research Handbook contributes to the debate by looking at how innovation theory, policy and practice interact, and explains different types of configurations in countries that are characterized by two contrasting but mutually reinforcing features: systemic failure and resourcefulness. This book is the result of years of research following a realization of the mismatch of engineering skills produced by universities and those that industry required, based on the situation in Sub-Saharan Africa, equally applicable to other regions in Africa and indeed worldwide. The book primarily consists of the novel research and innovation approaches of modelling and building systems thinking sub-models which were ultimately integrated into the Universal Systems Thinking (UST) model aimed at improving the quality of engineers and engineering practice. The initiatives in this book include strategies for bridging the gap between industry and academia through systems thinking research. The book provides information on how to model, simulate, adjust and implement integrated systems thinking approaches to engineering education and training for capacity building and sustainability. The book also covers approaches to address research gaps and mismatch of skills while capitalizing on the successes of several projects carried out and supported by the Royal Academy of Engineering over the years.
