China is in the midst of transitioning from a manufacturing-based economy to one driven by innovation and knowledge. This up-to-date analysis evaluates China's state-led approach to science and technology, and its successes and failures. In recent decades, China has seen huge investments in high-tech science parks, a surge in home-grown top-ranked global companies, and a significant increase in scientific publications and patents. Helped by state policies and a flexible business culture, the country has been able to leapfrog its way to a more globally competitive position. Usually, it is understood as new technologies that will ‘solve’ specific ‘problems’ – and, it is hoped, return life to a ‘business as usual’ of progress in individual freedom and wealth. But innovation is a thoroughly social process with profound implications for the arrangement of power in a society, hence shaping the emergence of new social systems. Exploring evidence from the key arenas of low-carbon innovation, including in the pivotal location of a rising China, this book describes the global systemic crisis of a neoliberal world order and the embryonic emergence of an alternative global power regime of a ‘liberalism 2.0’. This augurs both a web 2.0-based revitalization of the classical liberalism of the nineteenth century and new Dickensian inequalities and injustices. Against hopes that the present is a ‘revolutionary’ moment, therefore, political engagement with this emerging power regime is thus presented as the most productive strategy for a progressive twenty-first century politics.

The global implications of China's rise as a global actor In 2005, a senior official in the George W. Bush administration expressed the hope that China would emerge as a “responsible stakeholder” on the world stage. In recent decades, there have been significant changes in the way corporate innovation activities are performed. They include changes in the innovation process, flexibility to outsource certain innovation activities, and by far, the most important one, wider choice in the location of innovation. What caught the most attention of is the trend towards globalization of research and development (R&D) and thereby performance of innovation activities away from the home countries. The main concerns relate to the two new trends: First, the multinational corporations (MNCs) locating strategic innovation activities in some countries outside the industrialized world, which can be referred to as ‘emerging economies’; and Second, since 2000, some companies from the emerging economies have started entering the global markets with innovative products and services, developed through their own R&D. Both these new developments have managerial implications for companies and policy implications for the host countries (where such R&D is performed), as well as for the home countries of the companies. Further, innovative products and services resulting from R&D activities in emerging economies seem to better address the needs of consumers at the bottom-of-the-pyramid in other developing countries. This book explores and analyzes these issues. This research presented in Global Innovation in Emerging Economies is applicable to both the industrialized and developing worlds, although from different perspectives – the former would like to prevent relocation of R&D from their countries, and the latter want more of R&D-related investments.
An increase in global access to goods and knowledge is transforming world-class science and technology (S&T) by bringing it within the capability of an unprecedented number of global parties who must compete for resources, markets, and talent. In particular, globalization has facilitated the success of formal S&T plans in many developing countries, where traditional limitations can now be overcome through the accumulation and global trade of a wide variety of goods, skills, and knowledge. As a result, centers for technological research and development (R&D) are now globally dispersed, setting the stage for greater uncertainty in the political, economic, and security arenas. These changes will have a potentially enormous impact for the U.S. national security policy, which for the past half century was premised on U.S. economic and technological dominance. As the U.S. monopoly on talent and innovation wanes, arms export regulations and restrictions on visas for foreign S&T workers are becoming less useful as security strategies. The acute level of S&T competition among leading countries in the world today suggests that countries that fail to exploit new technologies or that lose the capability for proprietary use of their own new technologies will find their existing industries uncompetitive or obsolete. The increased access to information has transformed the 1950s' paradigm of "control and isolation" of information for innovation control into the current one of "engagement and partnerships" between innovators for innovation creation. Current and future strategies for S&T development need to be considered in light of these new realities. This book analyzes the S&T strategies of Japan, Brazil, Russia, India, China, and Singapore (JBRICS), six countries that have either undergone or are undergoing remarkable growth in their S&T capabilities for the purpose of identifying unique national features and how they are utilized in the evolving global S&T environment.
