Why are carefully designed, sensible policies too often not adopted or implemented? When they are, why do they often fail to generate development outcomes such as security, growth, and equity? And why do some bad policies endure? World Development Report 2017: Governance and the Law addresses these fundamental questions, which are at the heart of development. Policy making and policy implementation do not occur in a vacuum. Rather, they take place in complex political and social settings, in which individuals and groups with unequal power interact within changing rules as they pursue conflicting interests. The process of these interactions is what this Report calls governance, and the space in which these interactions take place, the policy arena. The capacity of actors to commit and their willingness to cooperate and coordinate to achieve socially desirable goals are what matter for effectiveness. However, who bargains, who is excluded, and what barriers block entry to the policy arena determine the selection and implementation of policies and, consequently, their impact on development outcomes. Exclusion, capture, and clientelism are manifestations of power asymmetries that lead to failures to achieve security, growth, and equity. The distribution of power in society is partly determined by history. Yet, there is room for positive change. This Report reveals that governance can mitigate, even overcome, power asymmetries to bring about more effective policy interventions that achieve sustainable improvements in security, growth, and equity. This happens by shifting the incentives of those with power, reshaping their preferences in favor of good outcomes, and taking into account the interests of previously excluded participants. These changes can come about through bargains among elites and greater citizen engagement, as well as by international actors supporting rules that strengthen coalitions for reform.
The book explains why and when laws go unenforced in developing countries. It argues that the tolerance of street vending and squatting is a form of informal welfare provision and a more effective means to mobilize the poor than conventional state social policies.
Corruption is usually understood as hampering political development, economic growth and democratic participation of citizens, but comparing the effects of corruption for different political regimes presents astonishingly complex findings. The ongoing persistence of corruption underlines that it is not only dysfunctional, but can be highly functional as well. This special issue brings together contributions from comparative politics, political science and economics which precisely focus on these (dys) functionalities of corruption in political regimes across various world regions. The question of methodological pluralism is especially important for studying corruption comparatively. While on an international level a trend towards an increased use of quantitative methods in political science as well as in economics can be observed, the special issue underlines the importance of having a pluralistic approach for grasping the complex and multi-layered effects of the phenomenon. Of similar importance is the adoption of a comparative perspective that includes different world regions in order to understand the different roles of corruption in developing, transforming and developed countries alike. Dr. Tobias Debiel is Director of the Centre for Global Cooperation Research and of the Institute for Development and Peace (INEF). Reducing Urban Violence in the Global South seeks to identify the drivers of urban violence in the cities of the Global South and how they relate to and interact with poverty and inequalities. Drawing on the findings of an ambitious 5-year, 15-project research programme supported by Canada’s International Development Research Centre and the UK’s Department for International Development, the book explores what works, and what doesn't, to prevent and reduce violence in urban centres. Cities in developing countries are often seen as key drivers of economic growth, but they are often also the sites of extreme violence, poverty, and inequality. The research in this book was developed and conducted by researchers from the Global South, who work and live in the countries studied; it challenges many of the assumptions from the Global North about how poverty, violence, and inequalities interact in urban spaces. In so doing, the book demonstrates that accepted understandings of the causes of and solutions to urban violence developed in the Global North should not be imported into the Global South without careful consideration of local dynamics and contexts. Reducing Urban Violence in the Global South concludes by considering the broader implications for policy and practice, offering recommendations for improving interventions to make cities safer and more inclusive. The fresh perspectives and insights offered by this book will be useful to scholars and students of development and urban violence, as well as to practitioners and policymakers working on urban violence reduction programmes.

Why are citizens in some countries more willing to pay taxes than in other countries? This book examines the history of the relationship between citizens and their states in five countries, (Sweden, Britain, Italy, Romania, and the United States), and demonstrates how and why people in in some countries have come to trust the government with their money while in other countries they do not. The book explores the evolution of this relationship in detail, in each case showing how some governments developed the fiscal and technical capacity to tax their citizens fairly and deliver public services efficiently. In short, how and why some countries became more trustworthy than others. The volume concludes by examining the implications of these five cases for developing countries today and the lessons that can be learned.

Applying more than a year of original fieldwork in Egypt, Iran, Malaysia, and the Philippines, in this book Jason Brownlee shows that the mixed record of recent democratization is best deciphered through a historical and institutional approach to authoritarian rule. Exposing the internal organizations that structure elite conflict, Brownlee demonstrates why the critical soft-liners needed for democratic transitions have been dormant in Egypt and Malaysia but outspoken in Iran and the Philippines. By establishing how ruling parties originated and why they impede change, Brownlee illuminates the problem of contemporary authoritarianism and informs the promotion of durable democracy.
