“Cultural agency” refers to a range of creative activities that contribute to society, including pedagogy, research, activism, and the arts. Focusing on the connections between creativity and social change in the Americas, this collection encourages scholars to become cultural agents by reflecting on exemplary cases and thereby making them available as inspirations for more constructive theory and more innovative practice. Creativity supports democracy because artistic, administrative, and interpretive experiments need margins of freedom that defy monolithic or authoritarian regimes. The ingenious ways in which people pry open dead-ends of even apparently intractable structures suggest that cultural studies as we know it has too often gotten stuck in critique. Intellectual responsibility can get beyond denunciation by acknowledging and nurturing the resourcefulness of common and uncommon agents. Based in North and South America, scholars from fields including anthropology, performance studies, history, literature, and communications studies explore specific variations of cultural agency across Latin America. Contributors reflect, for example, on the paradoxical programming and reception of a state-controlled Cuban radio station that connects listeners at home and abroad; on the intricacies of indigenous protests in Brazil; and the formulation of cultural policies in cosmopolitan Mexico City. One contributor notes that trauma theory targets individual victims when it should address collective memory as it is worked through in performance and ritual; another examines how Mapuche leaders in Argentina perceived the pitfalls of ethnic essentialism and developed new ways to intervene in local government. Whether suggesting modes of cultural agency, tracking exemplary instances of it, or cautioning against potential missteps, the essays in this book encourage attentiveness to, and the multiplication of, the many extraordinary instantiations of cultural resourcefulness and creativity throughout Latin America and beyond. Governments that seek to liberalize trade can find that doing so is often in tension with their desire to achieve the objectives of cultural policy. This is because measures like local content requirements can seem like discriminatory practices when viewed through the lens of trade liberalization. This tension has prompted a long-standing debate, with great variation in how countries have approached it. Trade and Culture: The Ongoing Debate explores this variation across geographic space. It also seeks to explain the evolution in these various policies over time. Policies are not static, largely due to domestic politics, shifts in the international trading system and technological developments. The chapters in this volume explore the different approaches to the trade and culture debate and provide an up-to-date look at current versions of these policies in Canada, the European Union, South Africa, Latin America, South Korea, the United States and China. This volume is a collection of contributions presented at the 4th YOCOCU Youth in Conservation of Cultural Heritage Conference, held in Agsu, Azerbaijan, in May 2014. The driving force behind YOCOCU 2014 was to transcend geographical boundaries and encourage every participant to define their contribution and role within the cultural heritage community. The book starts by reflecting on the present politics, strategies and methods of cultural heritage conservation, and demonstrates new ideas and multidisciplinary approaches to conservation needs. This is not only a creative and passionate examination of cultural heritage conservation but also examines how YOCOCU 2014 was, and continues to be, a vector for the development of young professionals, a bridge between cultures and different levels of expertise.
During the twentieth century the Mexican government invested in the creation and promotion of a national culture more aggressively than any other state in the western hemisphere. Fragments of a Golden Age provides a comprehensive cultural history of the vibrant Mexico that emerged after 1940. Relying on the concept of a shared history, this book argues that we can speak of a shared heritage that is common in terms of the basic grammar of heritage and articulated histories, but divided alongside the basic difference between colonizers and colonized. This problematic is also evident in contemporary uses of the past. The last decades were crucial to the emergence of new debates: subcultures, new identities, hidden voices and multicultural discourse as a kind of new hegemonic platform also involving concepts of heritage and/or memory. Thereby we can observe a proliferation of heritage agents, especially beyond the scope of the nation state. This volume gets beyond a container vision of heritage that seeks to construct a diachronical continuity in a given territory. Instead, authors point out the relational character of heritage focusing on transnational and translocal flows and interchanges of ideas, concepts, and practices, as well as on the creation of contact zones where the meaning of heritage is negotiated and contested. Exploring the relevance of the politics of heritage and the uses of memory in the consolidation of these nation states, as well as in the current disputes over resistances, hidden memories, undermined pasts, or the politics of nostalgia, this book seeks to seize the local/global dimensions around heritage.
