Industrial policy is tainted with bad reputation among policymakers and academics and is often viewed as the road to perdition for developing economies. Yet the success of the Asian Miracles with industrial policy stands as an uncomfortable story that many ignore or claim it cannot be replicated. Using a theory and empirical evidence, we argue that one can learn more from miracles than failures. We suggest three key principles behind their success: (i) the support of domestic producers in sophisticated industries, beyond the initial comparative advantage; (ii) export orientation; and (iii) the pursuit of fierce competition with strict accountability.

The present volume of essays on industrial organization, which are based on conferences held at Nijenrode and Brussels, differs considerably from its predecessor. Even more than in the first volume the essays demonstrate the broad scope of industrial organization analysis. Besides the traditional topics such as economies of scale, monopoly and competition policy, there are essays on methodology, on stagflation, and on the relationship between industrial struc ture and international trade and trade policies. The latter topics are of growing importance. The issue of restructuring industries and the question of whether free trade or some measure of protection is more appropriate are topics of increasing relevance today (and will no doubt continue to be in future years as well). The problem of persistent inflation which other essays address is also of major concern. Apart from being broad in scope and venturing into new fields, this volume is also controversial. Its central feature is a debate about welfare aspects. Here, more than in pure analysis, economists tend to entertain different points of view. One of the participants in the Nijenrode conference, Professor John Blair, who died in December 1976 and whom we honour as having been an active promoter of this kind of meeting, wrote to the editors shortly before his death to say that the first volume had succeeded very well in acquainting the reader with the results of empirical investigations, notably on trends and levels of concentration.

The present two volumes contain the essays and part of the discussions as presented at the conference on Mainstreams in Industrial Organiza tion, held at the University of Amsterdam, 21-23 August 1985. The thema was chosen because the field of studies commonly designated "industrial organization" in the Anglo-Saxon countries, or "market theory" in Continental Europe, has experienced important alterations during the past decade. Partly this reflects changing theoretical views inside the field, in which shifts in the core concepts have occurred and different emphasis is laid on time-honoured views and results. Partly, critical views have been voiced from outside the field. As in all open scientific debate, they have to be weighed and, if necessary, taken into account. Partly also, diver gent developments in thinking between the Anglo-Saxon, European and Japanese areas need to be considered, because both the problems and the ways of approaching them still differ. The variety of views, theori~s and results is testimony to the vitality of this field of economics; variety is generated by the creative endeavours, from which the chaff is being beaten out by critical discussions. That is especially true for the concept of competition itself, which industrial organization economists are debating intensively.
Governments are resource and bandwidth constrained, and hence need to prioritize productivity-enhancing policies. To do so requires information on the nature and magnitude of market failures on the one hand, and government's capacity to redress them successfully on the other. The paper reviews perspectives on vertical (sectoral) and horizontal (factor markets, cluster) policies with an eye to both criteria. It first argues that the case for either cannot be made on the basis of the likelihood of successful implementation: for instance, educational and picking the winner types of policies both run the risks of capture and incompetent execution. However, the profession has been able to establish more convincing market failures for horizontal policies than for vertical policies. Most of the recent approaches to identifying failures around particular goods, the paper argues, are of limited help. Hence, for a given difficulty of execution, the former are generally to be preferred. A second critical message is that improving the quality of governance in terms of collecting information, coordination ability, and defending against capture is critical to successful implementation of productivity policies and should be central on the policy agenda.
